
Veteran lyricist and screenwriter Javed Akhtar has spoken out in anguish and anger after reports emerged that the Taliban has introduced provisions in Afghanistan’s new penal code that allegedly permit domestic violence under certain conditions.
Taking to X on 21 February, Javed Akhtar did not mince his words, expressing deep distress over what he described as a grave injustice against women.
The reports relate to a 90-page criminal code said to have been signed by Taliban supreme leader Hibatullah Akhundzada.
The alleged provisions have sparked alarm among human rights advocates worldwide, with many warning that such measures could further erode the already fragile rights of women in Afghanistan.
In a strongly worded post, Javed Akhtar wrote, “Talibans have legalised wife beating but without any bone fracture. If a wife goes to her parent place with out the husband’s permission , she will be jailed for three months . I beseech the Mufties and mullas of India to condemn it unconditionally because it all is being done in the name of their religion.”

He also added, "What ever may be the political expediency these uncouth barbaric Talibans shouldn’t be given any credibility or respectability by us . They are the scum of the world ."

According to a report by The Independent, the code allegedly allows a husband to beat his wife under restricted circumstances, with punishment applying only if severe injury occurs.
The report further claims that the burden of proof would lie with the woman, and even in proven cases, the maximum sentence for the husband could be as little as 15 days’ imprisonment.
Additionally, the code reportedly states that a woman leaving her husband’s home without permission and refusing to return may face up to three months in jail, while relatives who shelter her could also be penalised. Critics argue that such measures significantly curtail women’s autonomy and legal protection.
The Population Foundation of India described the reported changes as “shocking and dangerous”, warning that they effectively legitimise abuse.
In raising his voice, Javed Akhtar has added a powerful and emotional appeal to the growing international concern over women’s rights in Afghanistan.
