Allahabad, Jan 3 (PTI) The Allahabad High Court today directed the Varanasi DIG to initiate departmental proceedings against a sub-inspector, who ignored his superior's direction to probe allegations of an accused that the case against him was "concocted" and lodged "under pressure" from a retired district judge. A division bench comprising justices D P Singh and V K Mathur also directed the Home Secretary of Uttar Pradesh to refer to the CB-CID, all the cases lodged against Gyan Prakash Mishra of Varanasi, who has alleged that the cases were registered at the instance of former district judge Vashishtha Prasad Shukla. The order came on a writ petition filed by Mishra, whose younger brother was married to Shukla's daughter and who has alleged that a marital discord between the couple had led to a number of criminal cases being lodged against him and other members of his family. The court took serious note of the fact that the Investigating Officer - sub-inspector Pradeep Kumar - went on to send the chargesheet to the Circle Officer for approval without taking note of a direction from the DIG, who had asked him to investigate allegations levelled in an application by Mishra that the cases were "concocted". "This is a case of gross insubordination allegedly under undue influence of outside agencies," the court noted with dismay while directing the DIG to "initiate appropriate departmental proceedings against the sub-inspector".
