Desimartini.com has actually made that joke a reality. The Bollywood news hub has released a microsite, which will literally only let you use it if your computer is not connected to the Internet. When you first enter the site, it will welcome you warmly, but the tab to enter the website will only work once the website has detected that you aren't connected to the Internet.
