Raab pointed to India's particular comparative advantage in tech against the backdrop of Prime Minister Narendra Modi's high-profile visit to the US this week during which mega deals were struck.
In a letter to Prime Minister Rishi Sunak published on Twitter, Raab said the inquiry had set a dangerous precedent, but that he would remain supportive of the government.
The review was requested by Raab in November following formal complaints about his behaviour by government officials, and Sunak appointed lawyer Adam Tolley to lead an independent investigation.
Adam Tolley, a barrister at Fountain Court Chambers, will lead the investigation, the terms of reference published by the government said, without saying when it would be completed.
Raab has been replaced by Liz Truss, promoted from her role of International Trade Secretary.
