The Minister instructed security agencies to replicate the successes achieved in the Kashmir valley through the area domination plan and zero-terror plan in the Jammu division. He emphasised that all security agencies should work in a mission mode and ensure a quick, coordinated response.
The Home Minister also mentioned that the fight against terrorism in Jammu and Kashmir is in its decisive phase. He added that recent incidents show that terrorism has been forced to shrink from highly organized acts of violence to a mere proxy war. He stressed the government's determination to eradicate it completely.
Shah highlighted the importance of seamless coordination among security agencies, identifying vulnerable areas, and addressing security concerns. Reiterating the zero-tolerance policy against terrorism under PM Modi's leadership, the Home Minister said that the government would leave no stone unturned in rooting out terrorism from Jammu and Kashmir.
He noted that the efforts of the Government of India have yielded significant positive results in the Kashmir Valley, with a substantial reduction in terror-related incidents. The improvement in the law-and-order situation is reflected in the record flow of tourists to the Kashmir Valley. Shah appreciated the security agencies and the J&K administration for the successful conduct of the Lok Sabha elections, which witnessed a record voter turnout in Jammu and Kashmir.
The meeting was attended by National Security Advisor Ajit Doval, the Lieutenant Governor of J&K Manoj Sinha, Chief of Army Staff General Manoj Pandey, Union Home Secretary, Director of Intelligence Bureau, Senior Army Officers including Chief of Army Staff (Designate) Lt. General Upendra Dwivedi, Director General of CAPFs, Chief Secretary, DGP of J&K, and other senior officers.

Shah reiterated that the Centre's priority, under the leadership of PM Modi, is to enable devotees to have Holy Darshan with ease and without any difficulties. He instructed security agencies to be vigilant and ensure the deployment of sufficient security personnel for the annual pilgrimage.
The Home Minister also stressed the need for perfect inter-agency coordination to ensure effective security arrangements, including a well-established standard operating response mechanism, according to the MHA.
