Urban-rural inflation gap narrows as new CPI series reshapes price dynamics

The narrowing of the gap is largely attributable to changes in the weight assigned to food items in the CPI basket

India’s urban–rural inflation gap has narrowed significantly under the new consumer price index (CPI) series, reflecting changes in consumption patterns and revisions in the inflation basket. Latest data show rural inflation at 2.73 percent, just 0.4 percentage points below urban inflation at 2.77 percent, with overall inflation at 2.75 percent.

This marks a sharp departure from the older CPI series, where the gap between rural and urban inflation was considerably wider. In December 2025, for instance, urban inflation stood at 2.03 percent compared with 0.76 percent in rural areas, a difference of about 1.27 percentage points. A similar gap of roughly 1.3 percentage points was recorded in November.

The narrowing of the gap is largely attributable to changes in the weight assigned to food items in the CPI basket. Food has traditionally had a larger weight in rural consumption, making rural inflation more sensitive to food price volatility. Under the revised series, the food weight in the rural basket has declined sharply to about 42 percent from nearly 51 percent, while the decline in urban areas is milder, to roughly 30 percent from about 33 percent.

This recalibration has reduced the structural divergence between rural and urban inflation. With lower food weight, fluctuations in agricultural prices exert less disproportionate influence on rural inflation, bringing it closer to urban trends.

At the same time, categories such as housing, transport, health and personal services have gained greater prominence in the CPI basket. Housing weight in the rural index, for instance, has increased substantially, while transport and communication categories have also seen higher representation across both rural and urban baskets. These shifts reflect evolving consumption patterns, rising mobility, expanding services usage and increasing non-food expenditure across India.
