
The Indian government plans to publish online gaming rules within the next 15 days following an industry-wide consultation, Union Information and Technology minister Ashwini Vaishnaw told Moneycontrol at the World Economic Forum in Davos on January 22.
"The way our constitutional structure is, the moment a law is passed by Parliament, the substantive part takes effect. The operative part comes through the rules. They are ready and should be published within an outer limit of 15 days," the Union Minister said.
Vaishnaw, who also serves as the Union Minister for Information & Broadcasting and Railways, noted that these rules were formed following a 'tremendous amount' of consultation with various stakeholders.
"We have had consultation with the industry, financial sector, regulatory bodies, and authorities in the law enforcement sector," he said.
India enacted a new online gaming law, the Promotion and Regulation of Online Gaming Act (PROGA), in August 2025, which prohibits online money games, where a user makes a deposit, directly or indirectly, with the expectation of earning winnings on that deposit.
The law grants the government sweeping powers to ban such games, while also prescribing penal action against operators, advertisers, and financial intermediaries that enable such platforms.
The Act moved from cabinet approval to presidential assent in just four days, marking one of the swiftest policy moves in recent parliamentary history.
The law triggered a sudden collapse of India's $3.5 billion real-money gaming industry, reshaping the country’s overall gaming sector.
In October, the government released draft rules for the sector, detailing how the law would work and inviting public feedback. It includes setting up the Online Gaming Authority of India (OGAI), laying down procedures for game registration, grievance redressal and penalties.
