
Goa has begun sealing clubs operating without key permissions after a deadly nightclub incident, but Shilpa Shetty’s newly opened Bastian Riviera in Morjim has not been shut, even as it faced a demolition order that was later set aside, according to a report by India Today TV.
More than 10 clubs were sealed in the state-wide crackdown for allegedly operating without No Objection Certificates (NOCs), permits, and for violations under the Coastal Regulation Zone (CRZ) rules, India Today TV reported.
What triggered the crackdown
The Goa government’s enforcement drive followed the incident at the nightclub Birch by Romeo Lane, where 25 people died, India Today TV reported.
In the aftermath, multiple venues were sealed by enforcement teams. But Bastian Riviera continued operating, despite an earlier demolition order issued by the Goa Coastal Zone Management Authority (GCZMA) on October 7, the report said.
Demolition order recalled, show-cause issued instead
India Today TV reported that GCZMA’s demolition order was addressed to the Deputy Collector and Sub-Divisional Officer, but no action followed. The authority later cited “procedural lapses” and set aside the order, issuing a show-cause notice to Carrick Bend Realty LLP, the landowner where Bastian Riviera is located.
Former Goa Advocate General and Congress MLA Carlos Ferreira told India Today TV the demolition action was initiated under Section 5 of the Environment (Protection) Act, 1986, read with the Environment Protection Rules, 1986, after a site inspection in June 2024 flagged alleged illegal constructions.
He said the matter was reviewed after notices were not claimed, resulting in the demolition order being set aside and a fresh show-cause being issued. The response date, he said, is January 8, 2026 at the GCZMA office.
“No-construction zone” claims and the VIP treatment question
India Today TV reported that the venue stands along the backwaters off Morjim beach, an area that officials and environmental activists claim is a strict no-construction zone, raising questions about why it appears to have escaped the kind of immediate action faced by other clubs.
The report also quoted staff and management comments pointing to continued expansion plans, including a proposed yacht club and jetty-linked activities.
Bastian denies allegations
Bastian founder and CEO Ranjit Bindra denied illegal construction allegations, telling India Today TV that work was carried out with valid GCZMA and other clearances, and that the demolition order had been recalled after review.
Bindra also said the project complies with fire safety and pollution treatment norms, denied any wastewater discharge, and said the jetty had valid permission from the Captain of Ports, Goa, according to India Today TV.
