Under US law, the group consists of:

  • The Speaker of the House of Representatives
  • The House Minority Leader
  • The Senate Majority Leader
  • The Senate Minority Leader
  • The Chair of the House Intelligence Committee
  • The Ranking Member of the House Intelligence Committee
  • The Chair of the Senate Intelligence Committee
  • The Ranking Member of the Senate Intelligence Committee

Because these lawmakers hold key leadership and oversight positions, they are among the very few elected officials allowed to receive briefings on the most classified national security matters.

Why only this group is briefed during sensitive operations

Normally, the US President is expected to inform the full intelligence committees of Congress about major covert actions or military operations.

However, in extremely sensitive situations where secrecy is critical, US law allows the administration to limit disclosure to the Gang of 8.

This provision exists because a smaller group reduces the risk of leaks that could compromise a mission. When operations involve high risk targets or surprise military action, even limited information reaching the wrong hands could undermine the plan.

In the case of the Iran strike, the Trump administration opted for this restricted briefing process to maintain operational secrecy before the attacks were launched.

What House Speaker Mike Johnson revealed

House Speaker Mike Johnson later confirmed that the group had been briefed before the strikes on Iran.

Johnson said the Gang of 8 was informed earlier in the week about the possibility of US military action. He described the move as necessary in light of Iran’s nuclear program and the potential threat to American citizens.

According to Johnson, Secretary of State Marco Rubio personally contacted the Congressional leaders involved in the briefing.

Johnson said Rubio managed to reach seven of the eight members of the group ahead of the operation.

The disclosure suggests that the administration followed the legal requirement to inform Congress before undertaking a major military action.

Can the ‘Gang of 8’ stop a military operation?

Although the Gang of 8 is briefed about covert operations, the group does not have the authority to approve or block military strikes.

US law only requires the President to inform the group. Their formal consent is not necessary for an operation to proceed.

However, the political influence of these leaders can still be significant. Members of the group hold key positions in Congress and oversee intelligence agencies as well as defence budgets.

If they strongly oppose a particular operation, they can create political pressure on the administration or raise concerns through Congressional investigations and hearings.

For this reason, administrations usually try to maintain at least some level of support among these lawmakers before launching sensitive missions.
