Global outreach, UN pressure, FATF references: How India is alienating Pakistan on world forum

The government emphasised that India’s consistent and persistent outreach had resulted in tangible actions by global institutions against Pakistan-based terrorist groups.

In a detailed reply to a query raised in the Rajya Sabha, the Ministry of External Affairs (MEA) outlined India’s sustained diplomatic efforts to isolate Pakistan on the international stage, particularly in the wake of the deadly Pahalgam terror attack. The clarification came in response to questions posed by Rajya Sabha MP Javed Ali Khan regarding India’s international outreach after Operation Sindoor and concerns about Pakistan’s elevation as Vice Chair of the United Nations Security Council (UNSC).

The MEA clarified that Pakistan's appointment as vice-chair of the UN’s Counter Terrorism Committee in 2025 was part of a “routine annual process.” It added that India had previously held the same position in 2022 and 2011, and the appointment in no way signified a shift in global perception of Pakistan’s role in counterterrorism.

Addressing India’s broader diplomatic strategy, the ministry emphasised that India’s consistent and persistent outreach had resulted in tangible actions by global institutions against Pakistan-based terrorist groups.

“The Government of India has been sensitising all concerned interlocutors on the menace of cross-border terrorism emanating from Pakistan,” the ministry stated in its written reply to Parliament.

“Due to India’s persistent efforts, the global community has a greater understanding of India’s concerns on cross-border terrorism,” the MEA added, noting that India’s sustained campaigns had contributed to the listing of Pakistan-based terrorist entities under the UNSC 1267 Sanctions Committee and the grey-listing of Pakistan by the Financial Action Task Force (FATF).

Referring specifically to the Pahalgam terror attack, the MEA pointed out that the UNSC’s press statement had “acknowledged the need to hold the perpetrators, organisers, sponsors and financiers of the attack accountable.”

The ministry also highlighted the support received from global leaders and institutions. “Several world leaders have recognised and supported India’s actions to combat terrorism following the Pahalgam terror attack,” the MEA noted.

A significant diplomatic win for India was also mentioned in the form of the United States’ decision to formally designate The Resistance Front (TRF) — the group that claimed responsibility for the Pahalgam attack — as a Foreign Terrorist Organisation (FTO) and a Specially Designated Global Terrorist (SDGT).

“Today, the Department of State is adding The Resistance Front (TRF) as a designated Foreign Terrorist Organisation (FTO) and Specially Designated Global Terrorist (SDGT). TRF, a Lashkar-e-Tayyiba (LeT) front and proxy, claimed responsibility for the April 22, 2025, Pahalgam attack, which killed 26 civilians. This was the deadliest attack on civilians in India since the 2008 Mumbai attacks conducted by LeT. TRF has also claimed responsibility for several attacks against Indian security forces, including most recently in 2024,” the U.S. statement read.

U.S. Senator Marco Rubio, in an earlier statement, acknowledged TRF’s role in the Pahalgam attack, further validating India’s long-standing position on Pakistan’s support for terror groups.

The Pahalgam attack, which claimed 26 civilian lives, has since triggered a wave of diplomatic momentum from India, with New Delhi using every international forum to spotlight Pakistan’s continued harbouring of terror groups. The MEA’s statement in the Rajya Sabha now adds weight to India’s campaign, as it seeks to hold Islamabad accountable not only on the battlefield but also on the world stage.
