Afghan Taliban to take Pakistan to global powers with dossier alleging terror links, rights abuses

The Afghan Taliban plans a diplomatic push against Pakistan, submitting a dossier to global powers alleging support for terrorism, economic coercion, and human rights abuses against Afghan citizens and refugees.

The Afghan Taliban administration is preparing to launch a significant diplomatic campaign against Pakistan by submitting a detailed dossier accusing Islamabad of supporting terrorism, applying economic pressure on Afghanistan, and committing human rights violations against Afghan citizens and refugees, senior sources in Kabul told CNN-News18.

Officials from Afghanistan’s foreign ministry and interior ministry have jointly drafted the dossier. It is expected to be circulated among regional and global powers after receiving approval from Taliban supreme leader Mullah Hibatullah Akhundzada, a senior official in the Afghan foreign ministry said.

According to the CNN-News18 report, the document alleges that Pakistan has become a “facilitation center for terrorists” and accuses Islamabad of fostering ISIS elements in Balochistan, allegedly using them to destabilise neighbouring countries, including Afghanistan, India and Iran. Kabul claims it has “solid evidence” to substantiate these allegations.

According to the dossier, Pakistan’s intelligence agencies — the Inter-Services Intelligence (ISI) and Military Intelligence (MI) — are accused of providing logistical assistance and financial support to ISIS and other militant groups. These groups, the document claims, are responsible for the recent surge in militancy and insecurity across the region.

Despite the sharp accusations, the Taliban-led government states that it remains open to cooperation with Pakistan on security mechanisms and broader bilateral engagement. However, it describes Pakistan’s current demands as “illegal, illegitimate, and unfeasible”.

The dossier also strongly criticises Pakistan’s treatment of Afghan citizens and refugees, calling it “inhumane”. Kabul accuses Islamabad of arbitrarily closing border crossings and suspending Afghan transit trade for nearly two months without justification. It further alleges that Pakistan has long obstructed Afghanistan’s transit trade with India, despite Afghanistan being a landlocked country with recognised international transit rights.

Citing the 1965 Convention on Transit Trade of Land-Locked Countries, the document argues that Afghanistan is entitled to free and unrestricted transit through neighbouring countries such as Pakistan and Iran. The Taliban government claims Pakistan’s actions effectively amount to an economic embargo on Afghanistan.

Additionally, Kabul alleges that Pakistan has cancelled medical and student visas, subjected Afghan nationals, refugees and Pakhtoons to torture and humiliation, and carried out mass deportations without prior notice. These actions, the dossier says, come at a time when Afghanistan is facing a severe humanitarian crisis and is rebuilding after two recent earthquakes that damaged large parts of its infrastructure.

The document accuses Pakistan of violating United Nations conventions and humanitarian agreements by deporting refugees while Afghanistan remains in a rehabilitation phase. It calls on the international community to intervene and pressure Pakistan to comply with international law and democratic norms.

According to Afghan officials, once approved, the dossier will be sent to the United Nations and its affiliated bodies, as well as the United States, United Kingdom, European Union, Russia, China, Iran, India, Qatar, Turkey, Saudi Arabia, the UAE, Arab nations, Central Asian republics and other Muslim countries.
