Congress general secretary and MP Priyanka Gandhi Vadra is once again at the centre of political chatter in Uttar Pradesh, with the party launching a state-wide campaign on her birthday that has revived speculation about her future role in the state.

On January 12, the Congress rolled out a long-term political initiative titled Parivartan Pratigya Program, focused on social justice and outreach to backward communities. The campaign was formally launched from Lucknow and is planned to run across Uttar Pradesh down to the booth level till 2027.

The timing and scale of the initiative have triggered debate within political circles as the move has reignited speculation about Priyanka Gandhi’s political role in the state. Senior party leaders openly acknowledge that her growing involvement is expected to give the campaign momentum and provide the Congress with a recognisable face as it prepares for 2027.

Former Congress minority cell chairman Maroof Khan said the party needs a strong and recognisable leader in Uttar Pradesh. “Priyanka Gandhi has that connect. If she takes on a more active role, it can change the political mood within the organisation as well as UP,” he said.

Former MLC and senior Congress leader Deepak Singh said the birthday event has energised party cadres. “After a long time, workers feel the party is serious about rebuilding in UP. The campaign has given them a political direction and renewed confidence,” he said, adding that district units have been asked to intensify grassroots activity.

The brain behind this campaign, Manoj Yadav, president of the UP Congress Backward Classes Department, went further, saying the programme is intended to build the political foundation for an alternative government. “This campaign is about preparing the ground for replacing the BJP with a government representing backward classes, Dalits and minorities, led by Priyanka Gandhi,” he said.

Yadav said the drive began on January 12, 2026, and will culminate in a major rally in Lucknow on January 12, 2027. “Priyanka Gandhi will herself attend many of the programmes,” he told Moneycontrol.

Congress leaders argue that a combination of organisational rebuilding, sustained issue-based politics and sharper social justice messaging could help the party perform better in 2027 than it did in 2022.

What is the Parivartan Pratigya Program?

The program is being coordinated by the Congress Backward Classes Department and is designed as a structured, multi-year campaign rather than a one-day political event.

According to Manoj Yadav, the initiative will revolve around social justice, constitutional values and direct public engagement. Activities planned over the coming months include constitution dialogue rallies in districts, outreach programmes in colleges and universities, public participation drives from state to booth level, and grassroots mobilisation through street meetings and nukkad nataks.

The party will release a detailed year-long calendar of activities, and over the next 100 days alone, more than 30 constitution dialogue programmes are planned across the state.

Congress leaders say the decision to link the campaign with Priyanka Gandhi’s birthday is deliberate. “January 12 is being developed as a day of political commitment, not symbolism,” Yadav said. The campaign is slated to culminate with a major rally on January 12, 2027.

The Congress has made it clear that the campaign is aimed at consolidating support among backward communities, who form more than 40 percent of Uttar Pradesh’s electorate. Young voters from OBC backgrounds are a special focus.

Political observers view this as a subtle indication that her role in the state could expand in the coming months. Congress leaders point to the party’s improved showing in the recent Lok Sabha elections, where it won seven seats, as a morale booster.

Party functionaries say preparations for the 2027 Assembly polls have effectively begun, and Priyanka Gandhi’s engagement with the state unit is expected to increase as the campaign unfolds.

2027 clearly in sight

Manoj Yadav said that the campaign is being shaped with the 2027 elections as its end point. The party plans to reach out to more than one crore OBC citizens, hold special drives in educational institutions and mobilise backward communities around a collective political pledge.

The final rally in 2027 is intended to project a statewide resolve for political change and to directly challenge the BJP government.

Congress leaders acknowledge that the party has struggled in Uttar Pradesh over the past decade, with the 2022 Assembly election largely becoming a bipolar contest between the BJP and the Samajwadi Party. However, they argue that the narrative of Congress being politically irrelevant is overstated.

With Rahul Gandhi maintaining a national political push and Priyanka Gandhi’s engagement in UP appearing to deepen, the Congress is signalling that it intends to remain an active player in Uttar Pradesh’s political contest over the next one year.
