Karnataka to provide 100% reservation for Kannadigas in private firms in group C and D jobs: CM Siddaramiah

Karnataka Chief Minister Siddaramiah said that the state government's priority was to look after the welfare of Kannadigas. "The Cabinet meeting held yesterday approved a bill to make it mandatory to hire 100 per cent Kannadigas for "C and D" grade posts in all private industries in the state,” said the CM on social media platform X.

According to Siddaramiah, the bill reflected the government's commitment to ensuring that Kannadigas have ample opportunities for employment within their state, aiming to prevent job deprivation in what he referred to as “Kannada land”.

According to Economic Times, ,the 'Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024' will be tabled on Thursday in the Assembly.

Who is a local candidate?

A “local candidate” is  someone who is born in Karnataka, has been domiciled in the state for 15 years, is fluent in Kannada, and passes a required test by the nodal agency. Candidates to whom reservation will be provided in management and non-management categories will either must possess a secondary school certificate with Kannada as language or should pass a Kannada proficiency test as specified by the nodal agency.

If qualified or suitable local candidates are not available, the industry or factory or other establishments should take steps to train and engage local candidates within three years.

The “management category” includes supervisory, managerial, technical, operational, administrative, and higher roles, excluding directors. The 'non-management category' comprises clerical, unskilled, semi-skilled, skilled, IT/ITES employees, and contract or casual workers in various establishments.

According to reports, the Bill also has a clause which provides relaxation to the industries “if sufficient number of local candidates are not available”. In such a case, these establishments could apply for relaxation from the provisions of this Act to the Government and “after due enquiry the Government may pass appropriate orders,” the Bill reads as quoted by Indian Express.

A nodal agency will also be set up under the Act which will verify reports on people employed by Industries. It will also submit a periodic report to the government.
