Who gains from the Budget boost to land records management?

The GIS based digitisation initiative in the Union Budget should help infrastructure development

Changes are aim to direct investors to diversify across asset classes

The finance minister announced that land records in urban areas will be digitised using GIS (Geographic Information System), which would enable easy access to geographic & spatial information on land parcels. It will enable the management of land records, easy dispute resolution, while facilitating valuation and easy title transfer. It has been one of the challenges in infrastructure development since the lack of accurate information made land acquisition a tedious task.

The country already has a Digital India National Land Records Modernisation Programme under the Department of Land Resources. For the Budget 2024-25, the total allocation made for the Land Records Modernisation Programme is Rs 141 crore, 13 percent higher than the revised 2023-24 budget.

At present, notable players that manage GIS-based land record projects include ESRI, CE Info Systems (MapmyIndia), Genesys International, and SGL Ltd. However, onlyCE Info Systems and Genesys Internationalare publicly listed and have past experience on such projects. Therefore, they are likely to be key beneficiaries.
