NZ–India FTA to open new visa window as Indian mobility slows across key categories

Specialised work visas come at a time when Indian approvals for work, study and residence in New Zealand have moderated

New Zealand’s decision to extend specialised work visas to India under the proposed free trade agreement comes at a strategically significant moment, as Indian migration flows into the country have begun to cool across several major visa categories.

The new arrangement under which India will be placed on par with countries such as China and the Philippines is expected to ease labour market access for Indian professionals, strengthen mobility channels and potentially reverse the recent slowdown in approvals.

Work and residence approvals soften

The moderation is visible even in traditionally high-volume streams. Work visa approvals, which peaked at over 42,000 in 2023, have eased to about 27,500 in 2025 (January–November).

A sharper correction is evident in residence approvals, which fell from 39,432 in 2022 to just 9,543 so far in 2025. While part of the 2022 surge reflected post-pandemic backlog clearances and policy resets, the subsequent decline points to a structurally tighter approval environment.

Student flows volatile, scrutiny rising

Student mobility has also been uneven. Approvals dropped sharply after 2019 due to pandemic disruptions, rebounded strongly in 2023 and 2024, but rejection rates have climbed again. More than 6,500 Indian student applications were declined in 2023, with over 3,300 rejections recorded in 2025 so far, suggesting increased scrutiny even as demand remains resilient.

Approval ratios across residence, work and student visas remain positive overall, but the margin has narrowed compared with the pre-2019 period. Declines in work visa approvals rose sharply in 2023 and have stayed elevated through 2024–25, while student rejection rates have climbed noticeably in the post-pandemic phase.

FTA-linked visa shift

Against this backdrop, the proposed specialised work visa window under the recently concluded talks on the NZ–India FTA represents a meaningful policy shift. By extending to India the same framework available to other priority labour-supplying nations, New Zealand is signalling its recognition of India as a key source of skilled labour.

The move is expected to provide Indian professionals with more predictable and assured entry pathways, particularly in sectors facing persistent labour shortages such as healthcare, IT services, engineering and specialised trades.

Taken together, the data suggests the FTA’s mobility chapter is not just complementary to trade liberalisation, but timely, arriving just as traditional visa routes show signs of fatigue.
