Budget 2026: High-speed rail may help realise Mumbai-Pune 'integration dream'

Though Mumbai and Pune are around 150 km apart, inadequate transport connections, especially trains, have been an impediment in bringing the cities closer

High speed railway can unlock a number of housing opportunities

The Mumbai-Pune high-speed rail corridor, one of the seven announced in Budget 2026 on February 1, will bring the two cities even closer and also likely offer commuters working in the country’s financial capital access to cheaper housing, experts said.

"Connectivity infrastructure is a key factor that impacts real estate occupancy and values. The HSR (high-speed corridor) announcement is welcome, as it improves connectivity and this will provide an impetus to the real estate market," said Rohit Gera, managing director of Gera Developments, a Pune-based developer.

While Mumbai is the country's financial hub, the Pune region is one of India's largest industrial hubs, particularly in the automotive and heavy engineering sectors.

Pune is also the state's driver of academic and industrial talent, and has emerged as one of the top three technology hubs in the country, along with Bengaluru and Hyderabad.

With an increasing number of global capability centres (GCCs) in the banking, financial services, and insurance industry coming to Pune, the need for greater connectivity with Mumbai is being felt more acutely.

Banks and financial services players such as Deutsche Bank, MasterCard, BNY Mellon and Citi have set up their GCCs in Pune, and are taking on more seats to take advantage of the access to talent.

"High-speed rail enhances regional integration, expands effective commuting zones, and improves long-term real estate prospects around stations and peripheral urban nodes," Knight Frank India said in a post-budget report.

The Shinkansen high-speed railway in Japan changed the nature of commuting in and around the country's major cities such as Tokyo and Osaka. Mainline high-speed trains act as commuter rails due to their high frequency (up to 16-17 trains an hour), which enables employees to travel to Tokyo while being protected from its cost of living, one of the highest in the world.

Though Mumbai and Pune are around 150 km apart, inadequate transport connections, especially trains, have been an impediment.

The Western Ghats act as a barrier between the cities, with the quickest train connection a three-hour journey. These express trains are largely booked weeks in advance.

Commuters have repeatedly demanded more trains at regular intervals, similar to the Regional Rapid Transit System (RRTS), which connects  Delhi to cities such as Meerut through shorter journey times.

Home sales have grown in Meerut and nearby areas over the past few years in anticipation of the RRTS, a part of which is already operational.

By road, the Mumbai-Pune expressway, while a relatively rapid connection, remains gridlocked, especially in the 'ghat' section. A project to bypass the ghat section through tunnels and bridges, called the "missing link", is expected to shave off around 30 minutes off the near-three-hour journey. The project, however, has been delayed for years and is expected to be completed later this year.
