The United States has invited India to join a proposed “Board of Peace” for Gaza, an initiative announced by President Donald Trump as part of a broader post-war reconstruction and governance plan for the territory.

The body, endorsed by the UN Security Council under Resolution 2803, is intended to oversee Gaza’s transition after two years of conflict between Israel and Hamas.

In New Delhi, the invitation is under active consideration. The issue was also discussed during Prime Minister Narendra Modi’s recent meeting with UAE President Sheikh Mohamed bin Zayed Al Nahyan.

The timing of the proposal is sensitive, coming amid heightened trade friction between the two countries. The United States has imposed a combined 50% tariff on certain Indian goods, including penalties linked to India’s trade with Russia.

What India is weighing

  • The invitation comes at a moment when Trump has described the board as a “bold new approach in resolving global conflict”, while ties remain strained over tariff measures and the India-Pakistan ceasefire narrative.
  • New Delhi should examine whether the board’s mandate could dilute the primacy of the United Nations, and whether the proposed framework risks creating a parallel international mechanism.
  • The level of commitment from other major powers is another factor. Russia, the UK, and Germany have not yet confirmed participation, while France has indicated reluctance.

How are other countries reacting? 

France, according to AFP, "does not intend to answer favourably" to the invitation.

Kremlin spokesperson Dmitry Peskov said President Vladimir Putin is “studying the details” and will seek clarity on “all the nuances”.

British Prime Minister Keir Starmer said the UK is consulting allies and has “indicated willingness to play our part, and we will”.

Germany has stressed the importance of multilateralism, with its spokesperson saying, “This is the central multilateral framework for us.”

European Commission spokesperson Olof Gill said Ursula von der Leyen received the invitation and the Commission wants “to contribute to a comprehensive plan to end the Gaza conflict”.

The Israeli Prime Minister’s Office said the formation of the committee “is contrary to its policy”.

For New Delhi, the decision will hinge on consultations with close partners and an assessment of whether the initiative aligns with India’s long-standing approach to international governance and conflict resolution.

What is the Gaza Board of Peace?

The Gaza Board of Peace has been proposed as an international transitional framework to oversee the territory’s administration in the period following the prolonged conflict.

The mechanism is designed to focus on stabilisation, reconstruction, and civilian governance, to avoid a power vacuum in Gaza.

It is expected to bring together international partners, regional stakeholders, and Palestinian technocrats to manage humanitarian assistance, infrastructure rebuilding, and essential administrative functions.

The arrangement is intended as a temporary measure, creating conditions for long-term peace, security, and economic recovery, with participation linked to a contribution of at least USD 1 billion.
