Trump moves to lead new ‘Board of Peace’ with $1 billion entry requirement: Report

United States President Donald Trump is moving to create a new international body under his direct leadership, according to a draft charter of the proposed “Board of Peace,” reviewed by Bloomberg, which links long-term membership to a cash contribution of more than $1 billion.

The document outlines a structure in which Trump would serve as the group’s inaugural chairman, with the authority to invite member states and approve all major decisions. Although voting would be conducted by simple majority, every outcome would remain subject to the chairman’s consent.

While the initiative was initially linked to a United Nations–backed framework for Gaza’s post-war reconstruction, the charter indicates a much broader, potentially global mandate focused on conflict prevention and long-term stability.

A key provision ties long-term membership to a substantial financial commitment.

“Each Member State shall serve a term of no more than three years from this Charter’s entry into force, subject to renewal by the Chairman. The three-year membership term shall not apply to Member States that contribute more than USD $1,000,000,000 in cash funds to the Board of Peace within the first year of the Charter’s entry into force,” the draft says.

Under this model, countries unwilling or unable to meet the funding threshold would face renewable three-year terms, contingent on the chairman’s approval, while major contributors would effectively gain permanent status.

The charter also grants the chairman control over procedural matters, including meeting schedules, agendas, and the organisation’s official seal. The body could be formally established once just three states sign the agreement.

Funding arrangements, however, remain loosely defined. The document states only:

“Funding for the expenses of the Board of Peace shall be through voluntary funding from Member States, other States, organizations, or other sources.”

The lack of detail on how funds would be allocated or monitored is likely to prompt questions about transparency and oversight.

The U.S. State Department, responding to Reuters’ queries, referred to earlier social media posts by Trump and his special envoy Steve Witkoff, which did not specify financial requirements.

Although the United Nations Security Council endorsed the Board of Peace last November as part of Trump’s 20-point Gaza plan, the draft charter itself contains no direct reference to the territory, suggesting ambitions that extend beyond the Palestinian enclave.
