A diplomatic dispute between France and the United States escalated on Tuesday after Paris said the US ambassador would not be granted access to French government officials until he responds to a formal summons from the French foreign ministry.

The controversy centres on Charles Kushner, the US ambassador to France and the father of Jared Kushner, who is the son-in-law and adviser of US President Donald Trump.

What triggered the diplomatic spat

France summoned Kushner on Monday to seek explanations over comments made by the Trump administration regarding the killing of a far-right activist in France. However, Kushner did not attend the meeting, according to the French foreign ministry.

The failure to show up immediately deepened tensions, with French officials saying it violated basic diplomatic norms.

The US Embassy in Paris did not respond to repeated requests for comment from Associated Press on Monday or to follow-up queries on Tuesday.

Why France summoned the US Ambassador

The summons followed statements from the US State Department and the US Embassy in Paris concerning the death of Quentin Deranque, a 23-year-old student and far-right activist who died earlier this month in the French city of Lyon.

Deranque suffered fatal brain injuries after clashes broke out between far-left and far-right groups.

In a post on X last week, the State Department’s Counterterrorism Bureau said, “violent radical leftism is on the rise and its role in Quentin Deranque’s death demonstrates the threat it poses to public safety.”

The US Embassy in Paris reposted the same message in French.

French authorities objected to the statement, arguing that it amounted to interference in France’s domestic political debate and legal processes.

France’s reaction to Kushner skipping the meeting

Speaking to public broadcaster France Info on Tuesday, French Foreign Minister Jean-Noel Barrot said Kushner’s absence was both surprising and damaging to his role.

“It will, naturally, affect his capacity to exercise his mission in our country,” Barrot said.

He stressed that access to government officials is essential for an ambassador to function effectively.

“He is bringing difficulties on himself. Because for an ambassador to be able to do his job he needs access to members of the government. That’s the basics,” Barrot said.

The foreign minister also underlined that summoning an ambassador is routine diplomatic practice.

“There is nothing more usual than summoning an ambassador when explanations need to be made,” he said. “When these explanations have taken place, then the US ambassador in France will, naturally, regain access to members of the French government.”

Why France sees this as interference

Barrot said France expects clarification from Kushner regarding the US statements on Deranque’s death.

“We must have an explanation with him,” Barrot said. “We don’t accept that foreign countries can come and interfere, invite themselves, into the national political debate.”

French officials maintain that the issue is not about curbing free expression but about respecting sovereignty and diplomatic boundaries.

Impact on US-France relations

Despite the sharp tone, Barrot sought to play down the broader diplomatic fallout between Paris and Washington.

“Not showing up is his personal responsibility,” he said. “It does not affect the relationship between France and the United States in any way.”

For now, the restriction applies specifically to Kushner’s access to French government officials and will remain in place until he responds to the summons.

Not the first time Kushner has faced a summons

This is not the first diplomatic controversy involving Charles Kushner in Paris.

Last August, France summoned him over a letter he sent to French President Emmanuel Macron, accusing France of failing to do enough to combat antisemitism. At the time, the French foreign ministry described the allegations as "unacceptable."

Kushner also did not attend that meeting and instead sent his deputy.

What happens next

French officials say the situation can be resolved once Kushner agrees to meet and offer explanations. Until then, his ability to engage with senior French officials remains restricted.

The episode highlights how quickly diplomatic tensions can escalate when political messaging crosses into sensitive domestic issues, even between long-standing allies like France and the United States.
