The Government of Canada has formally listed the Bishnoi Gang as a terrorist entity, citing its violent activities, transnational criminal network, and growing influence in diaspora communities.
Public Safety Minister Gary Anandasangaree announced the decision on Monday, stressing that acts of violence and terror have no place in Canada. The designation, made under Canada’s Criminal Code, means the gang now meets the legal definition of a terrorist group.
What the designation means
By being placed on Canada’s terrorist list, all property, vehicles, or money linked to the Bishnoi Gang in Canada can now be frozen or seized. Law enforcement agencies will also gain expanded powers to prosecute terrorism-related offences, from financing and recruitment to cross-border movement and support networks.
The listing makes it a criminal offence for Canadians to knowingly deal with property linked to the gang, or to provide any form of support that could benefit its operations. Immigration and border officials can also use the designation to block entry or status for individuals tied to the group.
Why Canada acted
The Bishnoi Gang, a transnational criminal organisation rooted in India, has been linked to murders, shootings, extortion, and arson. Authorities say the group fosters insecurity by targeting diaspora communities, cultural figures, and local businesses both in India and abroad.
Ottawa said that the move will enable Canadian intelligence, security, and law enforcement agencies to counter the gang’s activities more effectively and make communities safer.
The listing comes amid heightened concerns about gang-related violence and transnational crime networks stretching beyond borders. For Canada, where large Indian diaspora communities are sometimes targeted by extortion and intimidation, the Bishnoi Gang’s activities are viewed as a growing national security issue.
The statement says that the designation is not just symbolic; it is a concrete step that equips Canada with more tools to disrupt financial flows, restrict mobility, and dismantle support networks tied to the Bishnoi Gang.
