Uttar Pradesh does not see language or skilling constraints as a roadblock to its semiconductor ambitions, the state’s principal secretary for IT and electronics Anurag Yadav has said, saying rapid evolution of technology can train workers at scale.
Responding to a question on whether Hindi-speaking states face a disadvantage in high-precision manufacturing, Yadav said on December 2 functional skills for chip and electronics manufacturing can now be delivered through technology-driven, multilingual training environments.
“As far as semiconductor issues are concerned for skilling, we will be able to solve those with technology,” he said at the UP Tech Next Electronics and Semiconductor Summit in Lucknow, hosted by CNBC-TV18 and Moneycontrol.

Uttar Pradesh has cleared about 30,000 crore worth of electronics and semiconductor investment proposals and expect to do more once the Centre finalises pending policy frameworks, Yadav said.
Earlier at the event, Uttar Pradesh IT and electronics minister Sunil Kumar Sharma said the state will play a central role in India’s semiconductor push, with the HCL-Foxconn joint venture set to begin operations by 2027-28.
Yadav added that real-time translation tools and immersive learning platforms are eliminating the need for English proficiency in production settings.
He argued that Uttar Pradesh’s advantage lies in scale, connectivity and emerging industrial corridors not in competing with southern states.
Instead of rivalry among states, he said the goal is to position India as a major global electronics hub with diversified supply chains and local capabilities across critical technologies.

Investors at the summit, including major mobile manufacturers, reiterated that the state has emerged as one of India’s largest phone production hubs, supported by government responsiveness and a growing workforce.
Yadav added that the next year will show visible progress, as projects move closer to take off, on the back of both large corporations and smaller industrial units that can deepen the manufacturing ecosystem and widen employment.
