Maharashtra Chief Minister Devendra Fadnavis on December 12 said that the government is in final stages of negotiations with Canadian alternative asset management firm Brookfield to invest over $1 billion to set up its global capability centre (GCC) in Mumbai.
This will be the MNC’s largest GCC in Asia, spanning 2 million sq ft and expected to create 15,000 direct jobs and 30,000 indirect jobs.
“We have been in talks with Brookfield to set up Asia’s largest GCC in Mumbai. This will be built across 2 million sq ft area that will create 15,000 direct and 30,000 indirect jobs. This is a very positive move towards our efforts to make Maharashtra the GCC Capital. We will be soon signing the MoU (Memorandum of Understanding) with them,” Fadnavis said on the sidelines of Microsoft AI Tour event in Mumbai.
He added, “In the logistics space, we are having positive negotiations with FedEx to set up a GCC in the Navi Mumbai airport cluster.”
The Maharashtra government released its GCC Policy 2025 on September 30, aimed at providing financial support and operational ease attract GCC investments.
The core objectives of the GCC Policy 2025, include making Maharashtra the global destination for GCCs, by adding 400 new GCCs by FY2023. This will create 400,000 high-skilled jobs.
The plan includes the launch of what is billed as India’s first dedicated “GCC City” within six months in Navi Mumbai.
In an interview with Moneycontrol in November, Kaustubh Dhavse, chief adviser on investments and strategy to the chief minister, said Maharashtra expects each Rs 1 crore in new investment to generate one direct and one indirect job, with a target of 400,000 jobs by 2030.

MahaCrimeOS AI launch
Fadnavis was attending Microsoft Chairman and CEO Satya Nadella’s keynote in Mumbai to announce the launch of MahaCrimeOS AI with the Maharashtra government to accelerate cybercrime investigations.
The AI and Azure-powered platform was developed by CyberEye, a partner ISV of Microsoft, the state government's Special Purpose Vehicle MARVEL, and Microsoft India Development Center (IDC).
Microsoft chairman and CEO Satya Nadella unveiled the platform in Mumbai during the last leg of his three-city Microsoft AI Tour in India.
Nadella also met Maharashtra Chief Minister Devendra Fadnavis to discuss the future of digital safety and AI-driven governance in the state.
The platform is currently live in 23 Nagpur police stations, with the CM proposing to expand it to all 1,100 police stations across Maharashtra.
The proposed statewide expansion will enable police stations across Maharashtra to digitally register and investigate cybercrimes using standardized, AI-powered workflow.
