India imports soy and sunflower oils primarily from Argentina, Brazil, Ukraine and Russia
Edible oil prices in India, which relies on imports for 60 percent of its needs, have surged this year along with international prices following Russia’s invasion of Ukraine that choked the supply of sunflower oil from the Black sea region.
Russia imposed a sunflower oil export quota of 1.5 million tonnes and banned shipments of sunflower seeds till August 31. Now, Indian importers have informed the government that higher export duties by Moscow from June may further increase costs and cripple cargoes.
South-East Asian nation to halt export from April 28. The price of sunflower oil has already been hit by the conflict between Russia and Ukraine, the two major suppliers. Other edible oils also expected to become costly. Industry says Indonesian move likely to be temporary.
The government is prepared to support custom duty cuts on crude edible oil imports beyond the initial deadline of September 2022. Russia’s invasion of Ukraine has shut down sunflower oil imports from both countries. Palm oil shipments from Indonesia and Malaysia have been disrupted by high prices and domestic shortages in those markets.
Around 70 per cent of crude sunflower oil comes to India from Ukraine and about 20 per cent from Russia.
Ukraine and Russia account for 60 percent of world sunflower oil output and 76 percent of exports. India is the biggest edible oil importer of the world.
A slew of measures by the government last year had reined in the prices of edible oils such as palm oil, mustard oil and soybean oil but with rising geopolitical tensions and export restriction by Indonesia, prices will skyrocket again, indicate industry stakeholders.
The CBIC in a notification also extended the validity of reduced import duty on crude palm oil and other crude oils by six months till September 30.
While basic customs duties have been cut for the second time in less than a month, edible oil prices continue to remain high. With the festive season set to begin soon, the cut-off date for ending duty cuts -- September 30 -- may now be extended.
The base import tax on crude palm oil has been slashed to 2.5 percent from 10 percent, while the tax on crude soyoil and crude sunflower oil has been reduced to 2.5 percent from 7.5 percent, the government said in a notification late on Friday.
Consequently, vegetable oils shipments in November-July period of the current oil year reached a record level of 10.35 MT (million tonnes) from 8.19 MT a year ago. Total imports are expected to be at 13.8-14 MT, valued at over Rs 65,000 crore, SEA said in a statement.
