"The government alone cannot be blamed if fewer foreigners visit the coastal state as all stakeholders are equally responsible," he said during a press conference at Calangute in North Goa.
The opposition is now left with just three MLAs in the 40-member state Assembly.
The rebel group would need at least eight MLAs if it wants to split the Congress party without attracting disqualification under the anti-defection law.
The key contest in Calangute was between Michael Lobo and Bharatiya Janata Party's Joseph Robert Sequeira. Lobo defeated him by a margin of 4,979 votes.
The party fielded Michael Lobo from Calangute, Aman Lotikar from Tivim and Meghashyam Raut from Bicholim assembly seat.

He also urged Prime Minister Narendra Modi and Union Home Minister Amit Shah to bring amendments to the law to facilitate public hanging of such criminals.
He also dismissed apprehensions that construction of jetties under the Centre's Sagarmala project was to help transportation of coal in the state.
The state government had last Saturday announced a ban on import of fish into the state for six months, against the backdrop of a scare that formalin, a potential cancer-causing chemical, was being used to preserve fish.
