West Bengal SIR Draft List: 12 lakh voter names deleted from Alipurduar; 24 lakh voters found 'dead'

Speaking to PTI ahead of Tuesday's release of the politically sensitive draft electoral rolls, Subrata Gupta, the Election Commission's special observer for the exercise, flagged significant challenges during the upcoming hearing phase.

Gupta said the task would be particularly daunting due to the shortage of Electoral Registration Officers (EROs) and Assistant EROs (AEROs) in the state, who will be responsible for handling the process over the next 45 days.

He noted that around 30 lakh unmapped forms linked to the 2002 electoral rolls have been received and included in the discrepancy list. In addition, more than 85 lakh forms reportedly carry name mismatch issues when compared with the 2002 rolls. Gupta added that claims and objections from voters whose names are removed from the draft rolls will further add to the workload.

"We have to conduct hearings for each of these cases to ensure an accurate final electoral roll is published," the retired IAS officer told PTI.

Data shared by sources in the West Bengal Chief Electoral Officer's office with Hindustan Times indicate that more than 24 lakh voters have been marked as "dead" in the draft electoral rolls.

The figures show that 24,16,852 names have been categorised as deceased, while 19,88,076 voters have been listed as relocated. Another 12,20,038 entries have been marked as missing, 1,38,328 as duplicates, and 57,604 fall under other categories.

Taken together, a total of 58,20,898 voter entries have been flagged in the draft rolls, highlighting the extensive nature of the ongoing revision exercise in West Bengal.

District Electoral Officers (DEOs) of West Bengal’s Alipurduar district said during a press briefing on Tuesday that more than 12 lakh names have been removed from the electoral rolls in the district.

The Chief Electoral Officer (CEO) of West Bengal said that lists of voters whose enumeration forms were not received have been prepared by Booth Level Officers (BLOs) in coordination with Booth Level Agents (BLAs).

The CEO's website noted that affected voters can submit claims using Form 6 along with a declaration form and relevant supporting documents after the publication of the Draft Electoral Roll 2026. These claims can be filed during the officially notified period for receiving claims and objections.

Over 58 lakh pre-existing voters have been deleted from the West Bengal's draft list following the special intensive revision (SIR) to weed out duplication and errors. Here's a look at the breakdown --

Dead: 2,416,852 people

Relocated: 1,988,076 people

Missing: 1,220,038 people

Duplicate: 138,328 people

Others: 57,604 people

Total: 5,820,898 people

As the Election Commission publishes the draft electoral rolls for West Bengal, voters who do not find their names in the list should not worry. There is a process to submit a claim or objection within the prescribed period.

According to Election Commission sources, the number of "uncollectable" SIR enumeration forms has crossed 58 lakh. These entries were deleted after voters were found to be absent from their registered addresses, permanently shifted, deceased, or identified as duplicate voters enrolled in more than one constituency.

Officials said voters who submitted signed forms-even if partially filled-have been included in the draft rolls, with their details subject to further verification during the next phase.

Booth Level Officers distributed enumeration forms to every voter across the state as part of the SIR exercise.

At the start of the SIR process, West Bengal's electorate stood at 7,66,37,529 voters, all of whom were covered under the revision drive.

The SIR exercise started on November 4 after the Election Commission announced the revision schedule on October 27.

The Election Commission has tentatively scheduled the publication of the final voter rolls for February 14, 2026.

Voters whose entries show discrepancies will be called for verification during the objections phase before the final electoral rolls are prepared.

The publication of the draft rolls will conclude the enumeration stage and mark the start of the claims, objections and hearings process, which is expected to continue until February 2026.

The office of the Chief Electoral Officer has activated district-level websites to enable voters to verify their electoral details online from Tuesday.

Commission sources said the draft electoral rolls have already been uploaded on the internal Booth Level Officer (BLO) application, allowing field officials to access booth-wise voter data ahead of public release.

Officials said preparations are on track, with the Election Commission completing last-minute steps to ensure the draft rolls are published as scheduled.
