Karnataka plans Rs 100-crore multiplex film complex in Bengaluru under PPP

The project will come up on 2.5 acres in Nandini Layout, and DIPR has recently floated a tender to select a consultant to prepare a feasibility report and structure the PPP model.

Karnataka government is planning to develop a multiplex movie theatre complex in Bengaluru under a Public-Private Partnership (PPP) model at an estimated cost of Rs 100 crore.

The project will be built on 2.5 acres of land owned by Karnataka Film Academy in Nandini Layout.

Officials from Department of Information and Public Relations (DIPR) told Moneycontrol that the proposed centre will include facilities for film screenings, performing arts, production studios and training activities. It is also expected to host events such as Bengaluru International Film Festival (BIFF). Retail spaces, food courts and convention facilities are proposed as part of the project to generate revenue.

Consultant to prepare feasibility report

DIPR has recently invited bids to appoint a consultant to prepare a Techno-Economic Feasibility Report (TEFR) and assist in structuring the project under PPP model.

The firm will be responsible for assessing demand, benchmarking similar facilities in India and abroad, analysing expected footfall, identifying potential revenue streams and studying land use and connectivity in the surrounding area. A market assessment will also be undertaken to determine the development mix, phasing and pricing strategy.

"Based on the assessment, consultant will prepare a concept plan covering layout, access roads, parking, utilities and integration of existing assets on the site. A preliminary cost estimate for development will also be prepared" an official said.

The consultant will develop a financial model to assess the project’s commercial viability, based on projected costs and revenues. The study will also examine possible PPP structures, define the roles of DIPR and the private partner, and outline the implementation roadmap from project planning to commencement of operations.

A Project Information Memorandum detailing the project profile, structuring, market potential and expected revenue will be prepared as part of the process.

In the 2025-26 Karnataka State Budget, Chief Minister Siddaramaiah had announced that a multiplex movie theatre complex would be developed under the PPP model on land owned by the Karnataka Film Academy in Nandini Layout.

An official said the project aims to develop the site into a cultural and cinema-focused hub integrating performing arts, film-related activities and commercial components.
