The initiative aligns with the National Civil Aviation Policy, the National Education Policy 2020, Make in India and India’s broader aerospace and defence ambitions.

AAD EduCity: All about Andhra Pradesh's sprawling new hub for aviation talent

Andhra Pradesh on Tuesday unveiled plans for India’s first integrated Aviation, Aerospace and Defence (AAD) EduCity, a large-scale education and industry hub to be developed near the upcoming Bhogapuram International Airport.

The project, which will be known as the GMR–MANSAS Aviation EduCity, will come up on around 136 acres and is aimed at tackling the growing shortage of skilled professionals in the aviation and aerospace sectors, while positioning India as a global talent supplier.

The announcement came after a Memorandum of Understanding was signed between GMR Group and the MANSAS Trust in Visakhapatnam, with Education and IT Minister Nara Lokesh presiding over the event.

Addressing the gathering, Lokesh said the initiative was designed to address a critical constraint facing the aviation sector. “India’s aviation story is one of scale and speed, but the real bottleneck is skilled manpower. The GMR–MANSAS Aviation EduCity is our response to that challenge—creating a world-class ecosystem that integrates education, research, industry, and on-the-job training,” he said.

India’s civil aviation sector is witnessing rapid expansion, with passenger traffic projected to reach 700 million annually across nearly 200 airports. The country’s commercial aircraft fleet is expected to grow to around 1,700 aircraft by 2030. In parallel, the aerospace and defence market is projected to expand from $28.7 billion in 2024 to $57 billion by 2034.

However, this growth has also exposed a widening skills gap. Industry estimates suggest a shortfall of 12–15% in trained pilots, aircraft maintenance engineers, air traffic controllers, safety experts and airport operations professionals. Officials noted that India currently produces only about 8,000 aerospace engineers annually, a fraction of overall engineering output.

Against this backdrop, the proposed EduCity is being positioned as a long-term national capability platform rather than a conventional training institute.

According to officials, the GMR–MANSAS Aviation EduCity will function as a fully integrated education, innovation and industry cluster. Plans include international branch campuses and globally reputed universities, certification and licensing programmes aligned with DGCA, EASA and other global standards, advanced research centres, startup incubation facilities, and comprehensive residential and social infrastructure.

The EduCity’s proximity to Bhogapuram International Airport is expected to provide a significant advantage by enabling real-time on-the-job training, live operational exposure and seamless industry interaction. Officials said similar airport-adjacent academic and research clusters globally have demonstrated strong outcomes in terms of productivity, exports and regional economic growth.

Outlining the state’s broader vision, Lokesh said Andhra Pradesh intends to play a major role in global aviation manpower development. “This is not about creating another university. It is about building an ecosystem that supplies job-ready professionals, cutting-edge research and globally benchmarked skills,” he said.

The EduCity will offer programmes across the talent spectrum, including aircraft maintenance engineering, air traffic control and airport operations, as well as advanced specialisations in aerospace dynamics, sustainable aviation, AI-enabled aviation systems, UAVs and cybersecurity.

The land for the project has been provided by the MANSAS Trust, which the government described as a rare example of large-scale philanthropic support for public education infrastructure. Lokesh acknowledged the contribution of Governor of Goa and MANSAS Trust Chairman P. Ashok Gajapathi Raju and Vizianagaram MLA Aditi Gajapathi Raju, describing it as “a contribution that will shape India’s aviation future for decades.”

The Andhra Pradesh government has committed to developing the core infrastructure for the EduCity within 12 months, followed by the phased entry of global academic institutions and industry partners.

The launch event was attended by Union Civil Aviation Minister K. Ram Mohan Naidu, Andhra Pradesh Assembly Speaker Chintakayala Ayyannapatrudu, GMR Airports Chairman G.B.S. Raju, senior state leaders and representatives from the aviation industry.
