
For senior citizens, especially those in their later years, property registration can feel less like a legal formality and more like a daunting ordeal, physically demanding, time-consuming, and emotionally draining.
Acknowledging these realities, the Bihar government has rolled out doorstep registration for land and flats for residents aged 80 and above, taking essential services straight to their homes. "It has been observed that elderly persons in the state, who are 80 years and above, face difficulties in getting their land/flat registered. Now, the government has decided to provide property registration facility to elderly people, 80 years and above, at their homes, if they need it,” Nitish Kumar said in a post on X.
The Prohibition, Excise and Registration Department will provide this facility through a mobile registration unit.
Plan and Timeline
Part of Saat Nischay-3: This facility is part of the third phase of Bihar’s ‘Seven Resolves’ (2025–2030). The objective of 'Saat Nischay-3' is 'Sabka Samman-Jeevan Aasaan' (ease of living).
Effective date: The facility is scheduled to be officially operational from April 1, 2026.
Public consultation: The government has invited public suggestions until January 19, 2026, through email id: cm-secretariat-bih@gov.in.
How to avail Bihar’s doorstep flat registration facility
Senior citizens who qualify for this service can complete the registration process by following these steps:
Submit an online request: The applicant, or a family member acting on their behalf, must apply through the official department portal.
Opt for property verification (if required): Buyers who want prior verification of land or flat details can request a property update. The department will obtain the latest records from the concerned Circle Office.
Fixing the visit: After the application is reviewed and approved, authorities will allot a date and time for the mobile registration team to visit the applicant’s residence.
Final registration: The government has committed to completing the entire registration process within seven working days from the date of application.
New land information system
Kumar also said, “It has also been observed that buyers don't get exact information about the land at the time of purchase. Keeping this in mind, arrangements are being made to provide updated information about the land to the buyer/seller before the registration of the same property.” Under this system, the department will provide detailed information about the land to the buyers and sellers before registration.
"For availing this facility, the interested buyer will have to apply for this. After receiving the application, the department will collect the latest update about the land from the concerned circle," the CM wrote.
