Karnataka plans world-class convention complex on Mysore Lamp Works land in Bengaluru’s Malleshwaram

Karnataka Chief Minister Siddaramaiah also said the first phase of Tree Park project at NGEF premises in Byappanahalli will open to the public this year

Karnataka CM Siddaramaiah on March 6, in his budget speech, announced plans to develop a world-class convention complex on the 21-acre land owned by Mysore Lamp Works Limited in Bengaluru’s Malleshwaram area.

Presenting the state budget for 2026-27, CM said the project will be implemented under public-private partnership (PPP) model.

“The facility will host high-profile global conferences, summits and exhibitions (MICE),” Siddaramaiah said in his budget speech.

The land belongs to Mysore Lamp Works Limited, a public sector undertaking that was declared a sick industry in 1996 and was eventually shut down in 2003.

NGEF Tree Park to open in phases

Separately, CM said first phase of Tree Park project at NGEF premises in Byappanahalli will be opened to the public this year. In the second phase, the site will be developed into a sports and cultural hub under the PPP model.

Incentives under new industrial policy

The state government also announced additional incentives under the new Industrial Policy 2025-30 to promote industrial growth beyond Bengaluru.

“For the first time, industries setting up units in the most backward regions will receive an additional incentive of 5 percent, while those in backward regions will get an extra 3 percent,” he said.

To attract investments and improve ease of doing business, the state has also developed a unified integrated portal with support from Microsoft. The portal will offer more than 100 services across 30 departments and provide a comprehensive repository of investment-related information.

Measures to boost ease of doing business

The government said it has implemented the Karnataka Decriminalization (Amendment of Provisions) Act, 2025 to facilitate ease of doing business. The legislation removes 278 provisions from the scope of criminal offences across 13 different Acts.

A vehicle scrapping facility will also be established in Chikkaballapur district on 100 acres of land by the Karnataka Industrial Areas Development Board (KIADB) to safely dispose of end-of-life vehicles.

In another initiative, the state will allocate 100 acres in Mandya district to set up an advanced construction and infrastructure testing facility in association with the Automotive Research Association of India (ARAI). The facility will involve an investment of Rs 500 crore.

Aerospace and industrial parks

The government said an aerospace common facility centre will be established at the KIADB Aerospace Park with a total project cost of Rs 30 crore, of which Rs 10 crore has been allocated in the current financial year.

To promote regional development and generate employment, a 1,000-acre industrial park will be developed in Belagavi district of North Karnataka.

Additionally, an aerospace park will be developed adjacent to Mysuru airport by KIADB to support the growth of the aerospace sector in the region.

Investments in industrial corridors and MSMEs

Dharwad Industrial Node under Bengaluru-Mumbai Industrial Corridor is expected to attract investments of Rs 30,000 crore and create about 75,000 jobs. To facilitate the development of the node, the government will provide Rs 600 crore for the acquisition of 1,000 acres of land, including Rs 200 crore in the current financial year.

To boost the MSME sector and generate employment, the state will establish 10 new clusters under the MSE-CDP scheme at a cost of Rs 15 crore in 2026-27.

Further, eight industrial estates have already been established by the Karnataka Small Scale Industries Development Corporation (KSSIDC) in various districts. In 2026-27, two new industrial estates will be developed at Muddebihal in Vijayapura district and Kampli in Ballari district. The government also plans to allocate 1,500 industrial plots across 10 industrial estates during the current year.
