Unemployment dips, self-employment rises in Q3 FY26

Urban unemployment eased to 6.7 percent from 6.9 percent, reflecting improved job absorption across sectors

India’s labour market showed signs of gradual improvement in the October–December 2025 quarter, with unemployment easing even as self-employment picked up, according to the latest Periodic Labour Force Survey (PLFS) quarterly bulletin released by the statistics ministry.

The unemployment rate for persons aged 15 years and above declined across both rural and urban areas during the quarter. Rural unemployment fell to 4.0 percent from 4.4 percent in the previous quarter, while urban unemployment eased to 6.7 percent from 6.9 percent, reflecting improved job absorption across sectors.

Labour force participation also strengthened modestly. The overall labour force participation rate (LFPR) rose to 55.8 percent in Q3 FY26 from 55.1 percent in the previous quarter, suggesting more people entered the workforce. Female participation continued to edge higher, with female LFPR rising to 34.9 percent from 33.7 percent, driven largely by increased participation in rural areas.

Employment conditions improved in tandem. The worker population ratio (WPR)—a measure of the proportion of employed people in the population—rose to 53.1 percent, compared with 52.2 percent in the previous quarter, indicating expanding employment opportunities.

A notable trend was the rise in self-employment. The share of self-employed workers in rural areas increased to 63.2 percent from 62.8 percent in the previous quarter, while in urban areas it rose to 39.7 percent from 39.3 percent.

In urban areas, the proportion of people working in regular or salaried work declined to a six quarter low.

Sectoral distribution of employment remained broadly unchanged. Agriculture continued to dominate rural employment, accounting for 58.5 percent of rural workers, while the urban workforce remained concentrated in the services sector, which employed about 61.9 percent of workers.
