Why your trip to Navi Mumbai airport may take longer than your flight

The new aviation hub in Ulwe will begin operations without the direct metro or high-speed rail links intended to serve it, leaving travellers to navigate a patchwork of existing road and rail networks.

As the Navi Mumbai International Airport (NMIA) prepares to welcome its first commercial flights on December 25, a major question looms for prospective passengers: how to actually get there.

A report by The Indian Express reveals that the new aviation hub in Ulwe will begin operations without the direct metro or high-speed rail links intended to serve it, leaving travellers to navigate a patchwork of existing road and rail networks.

The inaugural phase will see passengers relying entirely on a combination of suburban trains, public buses and private road transport, each mode presenting a distinct set of trade-offs between cost, convenience and time.

For most, particularly those with luggage, road travel is expected to be the primary choice. The recently opened Mumbai Trans Harbour Link (Atal Setu) has slashed the harbour crossing from Sewri to about 20 minutes, significantly improving access from South Mumbai.

However, the overall journey remains at the mercy of traffic on feeder roads. Under moderate conditions, travel from South Mumbai takes 60–80 minutes, while commutes from the western suburbs can extend to two hours. For residents within Navi Mumbai, the trip may be as short as 20–30 minutes off-peak.

This convenience comes at a price. Taxi fares are projected to range from Rs 1,000–1,500 from South Mumbai and Rs 1,500–2,500 from the western suburbs, plus tolls.

Suburban rail will be the most economical option but also the most circuitous. There is no direct service to the terminal. All rail passengers must change trains at least once and complete the final leg by road.

Passengers from South Mumbai typically take the Harbour Line to Belapur CBD before switching to the Belapur-Uran line to alight at Targhar station, which lies 1.8 to 5 km from the terminals. The journey from Chhatrapati Shivaji Maharaj Terminus (CSMT) can take 75 to 90 minutes off-peak, often exceeding two hours during rush periods due to crowding and interchange delays.

While fares are low — under Rs 40 for second class — the practicality for air travellers is limited. Peak-hour crowding on key lines makes boarding with luggage a challenge and interchanges at stations like Kurla and Belapur involve footbridges and waiting time.

Public bus services, operated by BEST and MSRTC, will offer the cheapest surface connectivity but are deemed the least predictable for time-sensitive airport travel. No carrier has yet announced a dedicated direct bus service to the NMIA terminals.

Most bus journeys require passengers to disembark at nodes like Panvel or Ulwe and secure an auto-rickshaw or taxi for the last mile. Travel times are highly variable, susceptible to congestion on arteries like the Sion-Panvel Highway and the services offer limited luggage space.

The airport’s launch lays bare the gap between the infrastructure ready today and what was envisioned. Several key connectivity projects will not be operational for years. The Ulwe Coastal Road, designed to provide seamless access from Atal Setu, is under construction and slated for completion only in early 2026.

Furthermore, Metro Line 8 (the Gold Line), planned to connect the new airport with the existing Chhatrapati Shivaji Maharaj International Airport, is approved but not expected to be operational until around 2029. Dedicated airport express train services have also yet to be announced.

Consequently, the initial success and passenger experience of NMIA will heavily depend on the efficiency of interim road-based solutions and the patience of travellers navigating a transitional transport landscape.
