Mumbai civic body seeks permanent blacklist of Dhurandhar 2 production house - here’s what triggered the action

The Brihanmumbai Municipal Corporation (BMC) has blacklisted B62 Studios, the production house of director Aditya Dhar, along with two associated applicants, from seeking filming permissions in Mumbai after authorities cited repeated and serious violations of prescribed norms during the shoot of Dhurandhar: The Revenge, according to a report by The Indian Express.

The action follows two separate incidents in the Fort area earlier this month in which officials alleged that the production breached conditions laid down by the police department and civic authorities. The sequel to the 2025 blockbuster Dhurandhar had sought permission to film in A ward between Modi Street and Perin Nariman Street.

According to civic records, the Maharashtra Film, Stage and Cultural Development Corporation Limited had granted permission on January 30 for shooting scheduled between February 7 and 8. However, authorities later reported that the film set had “completely violated” police terms and conditions, which explicitly barred the use of crackers and flammable materials.

In response to the initial violations flagged on February 7 and 8, the BMC moved to forfeit the security deposit and warned the production of further consequences. Subsequently, another application was submitted to the Corporation by Komal Pokhriyal for filming between February 13 and 14. Citing the earlier breach, officials cancelled this application.

A fresh request was then made through the Maharashtra Film Corporation website seeking permission to shoot between 12.30 am and 4 am on February 14. According to BMC officials, the applicant assured authorities that no flammable materials would be used during the shoot. Permission was granted subject to compliance with conditions, including a no-objection certificate from the Mumbai Heritage Conservation Committee for the erection of temporary tents in the heritage precinct.

Despite these assurances, the Mumbai Police received complaints at approximately 12.45 am on February 14 regarding the use of lit torches during filming. A senior BMC official stated that after receiving a second complaint 15 minutes later, police personnel reached the location and seized five burning torches, locally referred to as mashals. The official added that authorities ensured no further flammable objects were used for the remainder of the shoot until 4 am.

Following this second incident, the applicants reportedly assured officials that any required visuals involving fire or similar effects would be created using visual effects technology rather than practical flames.

In a detailed letter from A ward to the Deputy Municipal Commissioner (DMC) of Zone I, the ward office reportedly sought approval for multiple punitive measures. These included forfeiture of the Rs 25,000 deposit, formal registration of the seized torches at the Mint Road checkpoint and a penalty of Rs 1 lakh.

The proposed fine pertains to filming on a building terrace without adequate permission, the use of two generator vans without authorisation and what officials described as serious violations capable of endangering the safety of local residents.

On Monday, the DMC of Zone I cleared the proposal to permanently blacklist the applicants — Komal Pokhriyal, Nasir Khan and B62 Studios — from applying for shooting permissions through the Maharashtra Film, Stage and Cultural Development Corporation Limited’s online portal.

A BMC official was cited by The Indian Express that with the necessary clearances now in place, the three applicants would no longer be permitted to submit filming requests through the Corporation’s website. The official further stated that notices would be issued to the applicants and copies shared with the Maharashtra film cell and the BMC’s Business Cell head.
