Highlights: Cabinet approves Rs 11,718 crore for India’s first fully digital census 2027

The Union Cabinet on Friday approved a budget of Rs 11,718.24 crore for the Census of India 2027, the largest administrative and statistical exercise in the world. Union Minister Ashwini Vaishnaw said it will be the first fully digital census, conducted in two phases: Houselisting and Housing Census (April–September 2026) and Population Enumeration (February 2027), with adjustments for Ladakh, Jammu & Kashmir, Himachal Pradesh, and Uttarakhand. About 30 lakh field functionaries, including enumerators, supervisors, and officers, will carry out household surveys, in addition to their regular duties. Digital tools such as a mobile app, Census Management & Monitoring System (CMMS) portal, and Houselisting Block (HLB) Creator will facilitate real-time data collection and monitoring. Public self-enumeration and strong data security measures are planned. Census 2027 will also capture caste data electronically and ensure faster, user-friendly dissemination via Census-as-a-Service (CaaS). The initiative aims for nationwide awareness, inclusive participation, and micro-level data on housing, demography, education, economic activity, migration, religion, language, and fertility, supporting informed policy-making and capacity building.
