While the government is confident it will eventually be able to convince the eastern state to come on board citing the merits of the proposed regulations, it has reached out for a legal opinion in case of a stalemate.

An 18-member task force comprising officials from the government, think tanks, industry, and research organisations has worked over the last six months to arrive at the cost number. It is expected to be announced by September end.
The fast track mechanism for investments is likely to be finalised by September, sources said.
