Karnataka Stamps and Registration Department on February 5 said that the Kaveri 2.0 application, which had been affected by a Distributed Denial of Service (DDoS) attack for the past week, has now been completely restored.
Property registration, document services, and citizen services like downloading Encumbrance Certificates (ECs) through the Kaveri 2.0 portal.
"The attack had disrupted registrations and the issuance of Encumbrance Certificates (EC) and Certified Copies (CC), which led to a decline in revenue collection. In response, a range of enhanced security measures have been implemented to mitigate future risks, and the e-Governance department is continuously monitoring the application to ensure its security," said Inspector General of Stamps and Registration KV Dayananda.

Karnataka Revenue Minister Krishna Byre Gowda on February 3 wrote on X: “"We regret the difficulties the public is facing in obtaining Encumbrance Certificates and carrying out registrations. Our e-Governance Department is working tirelessly to resolve the issues. We fully understand the challenges and are working around the clock to overcome the IT system problems."
On February 1, 2025, Dayananda said, when the application was heavily affected, the number of registrations dropped to 556, while 1,649 Encumbrance Certificates and 405 Certified Copies were issued, with a total revenue collection of Rs 15.19 crore.

“By February 3, after interim measures were implemented, registrations improved to 5,243, with 3,525 Encumbrance Certificates and 652 Certified Copies issued, generating Rs 52.24 crore in revenue. However, the application was down again on February 4, prompting further analysis and corrective measures. After restoring the system, performance improved, with registrations rising to 1,657, Encumbrance Certificates to 7,327, and Certified Copies to 977, generating Rs 17.14 crore in revenue”, the statement said.

“As of 4pm on February 5, 2025, the latest statistics show that the system has stabilised, with a total of 7,225 registrations, 3,903 Encumbrance Certificates issued, and 753 Certified Copies issued, generating a total revenue collection of Rs 62.60 crore”, it said.
“For context, the average figures for December 2024 were 7,721 registrations and a revenue collection of Rs 62.94 crore, signalling that registration activity has largely returned to normal levels”, the statement adds.
