Housing and Urban Affairs Ministry has witnessed double-digit growth in allocation over the last decade, with funding for the ministry rising five-fold since 2014-15, according to a Moneycontrol analysis
The ministry is expected to spend Rs 77,523 crore this fiscal compared with Rs 42,054 crore spent in 2019-20 and Rs 15,982 crore spent in 2014-15.
As a share of total spending, the budget of the ministry has expanded from 1 percent in 2014-15 to 1.63 percent in 2024-25.
While the budget of the ministry grew by 21.3 percent in the first term of the government and years between 2014-15 and 2019-20, the subsequent six years have witnessed a 13 percent increase in allocation.
Besides allocation, analysis indicates a shift in spending patterns as well. Pradhan Mantri Awas Yojana has emerged as the top category in the ministry’s budget, with allocation rising four-fold post the pandemic.
The government is expected to spend Rs 26,171 crore on the scheme compared with Rs 6,848 crore spent in 2019-20.
During this period, the scheme’s share of the ministry’s budget doubled from 16.3 percent to 33.8 percent.
Swachh Bharat also witnessed a four-fold jump in its budget and a two-fold rise in its share of spending from 3 percent to 6.4 percent.
Meanwhile, metro projects have lost their spot. While they accounted for 45 percent of the ministry’s budget in 2019-20, it fell to 32.2 percent in 2024-25.
Similarly, funding for smart cities has slowed as the programme is nearing the end of its term.
