Leader of opposition in the Rajya Sabha Arun Jaitley will table the Select Committee's report on the Lokpal Bill that, say sources, recommends: de-linking the creation of state Lokayuktas from the Lokpal Bill; bringing the Prime Minister's Office under its purview except on matters relating to internal and external security, atomic energy, international relations and public order and finally, that the CBI director be appointed by a collegium comprising the PM and Chief Justice of India.The Department of Personnel and Training will decide which of these recommendations will finally be adopted. The revised Bill will then go the Cabinet. Once passed in the Upper House, the Bill will go back to the Lok Sabha for approval.Meanwhile, after the complete washout in Parliament on day one, the PM's dinner diplomacy on Thursday night too failed to bring the Opposition on board over economic issues. The BJP stayed adamant that the government's FDI policy be discussed under rule 184 that entails voting.The demand by the Opposition is giving the government jitters as it does not have the numbers to push FDI through vote. Some of its key supporters, like the BSP, the SP and the DMK have kept the UPA on tenterhooks saying that they will not support FDI in multi-brand retail.Meanwhile, on day one, the notice for a no-confidence motion by Trinamool Congress chief Mamata Banerjee was rejected by the Speaker it lacked the support of 50 MPs that was required. Mamata vented her anger on Facebook, saying, "We knew our limitation was the strength, and ultimately, that is why the motion was rejected. But we thought that other members who are so vociferous against the FDI in retail and other sectors, and various other anti-people decisions of the UPA government, will join the no-confidence move against the government. Unfortunately, they did not come forward for the cause of the people, citing various excuses."The UPA has now decided to call an all-party meeting on Monday, the second in less than a week.
