Why Israel’s army chief is clashing with political leaders over Gaza City plans and military promotions

Lt. Gen. Eyal Zamir, Israel’s military chief of staff, is under mounting political pressure after questioning Prime Minister Benjamin Netanyahu’s proposal to capture and control Gaza City. According to officials familiar with internal deliberations, Zamir warned that the plan could overstretch Israel’s already fatigued reservists, put the lives of Israeli hostages in greater danger, and leave the military responsible for governing millions of Palestinians. Despite these concerns, the security cabinet approved the plan, exposing deep divisions between Israel’s military and political leadership over how to prosecute the war, the New York Times reported.

Row over senior officer promotions

The rift widened this week when Defense Minister Israel Katz publicly criticized Zamir for announcing promotions for more than 20 senior officers without prior consultation. Katz accused the chief of staff of attempting to alter established procedures and claimed the move had “resulted in harm” to the officers involved. While the military stated that the promotions were subject to Katz’s approval, the defence minister issued a strongly worded reminder of his authority over the chief of staff, underscoring a rare public standoff between two of Israel’s top security figures.

Allegations of outside influence

Katz’s criticism did not stop at procedural disputes. He suggested that Zamir had been consulting former officials and other critics of Netanyahu’s government, accusing these outside advisers of trying to “stir the pot” during a time of war. Far-right National Security Minister Itamar Ben-Gvir went even further, declaring that if Zamir continued to heed such voices, “he needs to be fired.” The military has not directly addressed these accusations, but the public airing of grievances has intensified political pressure on the chief of staff.

Gaza City operation moves ahead

Despite the political tensions, Zamir met with commanders on Wednesday and approved the “main framework” for operations in Gaza City aimed at achieving “operational control” of the territory. No specific operational details were released, but the military said the plans would focus on meeting strategic objectives. Zamir has defended his approach of fostering a “culture of debate” within the Israel Defense Forces, arguing that commanders must be able to express their views freely and without fear. He has maintained that this openness is vital to the military’s effectiveness in both planning and execution.

War’s human toll continues to mount

The dispute comes against the backdrop of a devastating and prolonged conflict in Gaza, now approaching its two-year mark. Gazan health officials report that more than 61,000 people have been killed since the fighting began, a figure that does not distinguish between combatants and civilians. Among the dead are journalists and aid workers, including four Al Jazeera employees killed in an Israeli airstrike on Sunday. Israel has claimed that the strike targeted veteran correspondent Anas al-Sharif, accusing him of links to Hamas and Palestinian Islamic Jihad — charges that Al Jazeera denies. International press freedom organizations have condemned the attack, calling for greater protections for journalists covering the war.

Political and military leadership on collision course

With the Gaza City operation moving forward despite Zamir’s earlier reservations, the tensions between Israel’s military and political leaders are likely to persist. Analysts say the public nature of the disputes risks undermining cohesion at a critical moment in the war. While Netanyahu’s government pushes for decisive territorial control, Zamir’s caution reflects concerns over military capacity, humanitarian fallout, and the long-term implications of governing Gaza. Whether this clash leads to policy shifts, changes in military leadership, or simply entrenches existing divisions remains an open question.
