No law allows ‘digital arrest’: CM Yogi Adityanath warns citizens against cybercrime scams

Uttar Pradesh Chief Minister Yogi Adityanath has cautioned citizens against rising cybercrime incidents and misinformation linked to so-called “digital arrest” threats. In a public advisory, he said there is no legal provision in India that allows authorities to digitally arrest individuals, calling such claims misleading and fraudulent.

No legal concept of ‘digital arrest’

Addressing residents of Uttar Pradesh, the Chief Minister clarified that criminals are increasingly using fear-based tactics to extort money or personal information. One such tactic involves threatening victims with “digital arrest” over phone calls, messages, or video calls. He stressed that no Indian law recognises digital arrest, and any communication claiming otherwise should be treated as a scam.

Rising cybercrime concerns

The advisory highlighted how smartphones and computers have made daily life more convenient while also expanding the scope for cyber offences. Online fraud, identity theft, phishing, and impersonation scams continue to target unsuspecting users, with senior citizens often being the most vulnerable. The Chief Minister noted that the state government is taking several steps to strengthen cybercrime prevention and response mechanisms.

Government steps and citizen awareness

According to the message, the Uttar Pradesh government has been working on improving cyber awareness, strengthening cybercrime cells, and enhancing coordination between law enforcement agencies. However, the Chief Minister underlined that public awareness remains a key defence. Citizens were urged to verify information, avoid sharing sensitive details such as OTPs or banking credentials, and report suspicious calls or messages to authorities.

Call to protect senior citizens

A specific appeal was made to families and communities to educate elderly members about common online scams. Fraudsters often exploit fear, authority, and urgency to pressure victims into quick decisions. By spreading awareness within households and neighbourhoods, the impact of such scams can be reduced.

Building a cyber-safe Uttar Pradesh

Concluding the advisory, the Chief Minister called for collective responsibility in combating cybercrime. He encouraged citizens to remain informed, cautious, and proactive, stating that public participation is essential to building a safe and cybercrime-free Uttar Pradesh.

मेरे सम्मानित प्रदेशवासियों,

मोबाइल और कंप्यूटर ने हमारे जीवन को अधिक सुगम और सुविधाजनक बनाया है, परंतु इसके साथ ही साइबर अपराध की चुनौतियाँ भी बढ़ी हैं। आपकी सरकार इसकी रोकथाम के लिए कई महत्वपूर्ण कदम उठा रही है।

2017 से पूर्व प्रदेश में केवल 2 साइबर क्राइम थाने थे। आज सभी 75 जनपदों में साइबर क्राइम थाने क्रियाशील हैं। साथ ही सभी जनपदीय थानों में साइबर हेल्प डेस्क बनाई गई है। साइबर ठगों के विरुद्ध सतर्कता और जागरूकता ही सबसे बड़े शस्त्र हैं। यह अपराधी ‘डिजिटल अरेस्ट’ जैसे झूठे और भ्रामक शब्दों का प्रयोग कर निर्दोष नागरिकों को डराते-धमकाते हैं और उनसे पैसे वसूलते हैं।

देश के किसी भी कानून में ‘डिजिटल अरेस्ट’ जैसी कोई व्यवस्था नहीं है। पुलिस या अन्य कोई सरकारी एजेंसी वीडियो कॉल, वॉइसटेप, या सोशल मीडिया के माध्यम से किसी व्यक्ति को गिरफ्तार नहीं करती और न ही पैसे की मांग करती है।

सोशल मीडिया के उपयोग को लेकर भी सावधान रहना होगा। आप जो तस्वीरें, वीडियो या लोकेशन सार्वजनिक करते हैं, उसके माध्यम से अपराधी पहले आपके बारे में सूचनाएं जुटाते हैं और इन्हीं सूचनाओं को आपके विरुद्ध प्रयोग करते हैं। अपनी व्यक्तिगत जानकारी या ओटीपी किसी के साथ साझा न करें।

सावधानी के पश्चात भी यदि आपके साथ साइबर अपराध हो जाता है, तो सर्वप्रथम हेल्पलाइन नंबर 1930 पर रिपोर्ट करें। जितना शीघ्र आप पुलिस को सूचित करेंगे, बचाव की संभावना भी उतनी ही अधिक होगी। जागरूक बनें और अपने आसपास के लोगों को भी जागरूक करें, विशेषकर वरिष्ठ नागरिकों को।

आइए, हम सब मिलकर एक सुरक्षित और साइबर अपराध-मुक्त उत्तर प्रदेश का निर्माण करें।
