Investments can be taxed at either long term capital gain tax rate or short term capital gain tax rate. It depends upon how long you stay invested in particular asset. Long term definition, defines criteria when you can apply long term rates.
If table mentions, inflation benefits available that means, you can increase your purchase price to match inflation before calculating taxes. So if you bought an asset in 2010 for 100 and sold in 2015 for Rs. 150. But in the meantime because of inflation (According to govt published inflation index), prices increased by 40% than you can adjust your purchase price to Rs.140 (40% increase) and pay taxes on adjusted profit of Rs.10.
