He said earlier domestic companies mostly relied on licensed technology transfer from foreign OEMs (Original Equipment Manufacturer) for producing certain goods.
There are also plans to amend the Defence Acquisition Procedure (DAP) in the future to ensure that foreign procurements are initiated only in the rarest of instances, that too after getting special exemption from the DAC.
"Indian industry has been doubling the defence exports in the last three years. Three years back, total defence export from India was only about Rs 1,500 crore. Last year, the figure reached Rs 4,500 crore. This year, by November, we have done Rs 7,500 crore export, and by March we are going to cross Rs 10,000 crore," Kumar said.
Stating that the empanelment or licensing of private digital locker service providers is likely to take place by the end of the financial year, he said, adding that the role of these service providers is to "establish digital lockers".
"The technology sector is going to be USD 1 trillion opportunity in the next 5-7 years. You have around USD 400 billion of hardware, around USD 350 billion of IT, ITes and e-commerce and another USD 250 billion of telecommunications and IoT," Deity Additional Secretary Ajay Kumar said at IESA Vision Summit.
Government has received investment proposals totalling Rs 90,000 crore in the last two months for electronics manufacturing in the country, with significant interest in making mobile phones by local and foreign firms.
Calling for overall improvement in teaching and training of doctors as well as para-medics, he said there is a huge scope for participation of private players in the health sector and government would welcome PPP projects.
"Investment proposals worth Rs 1,10,000 crore have been received in the electronics sector in the last one year," Additional Secretary, Ministry of Communications and Information Technology, Ajay Kumar said.
The government has received a Rs 1,770-crore investment proposal from a domestic company for the manufacturing of telecom products.
