Uttar Pradesh has taken a major step towards integrating the state's micro, small and medium enterprises with global markets by signing a strategic, non-financial memorandum of understanding with the Export Promotion Bureau of the MSME and Export Promotion Department of the state government and Ideas to Impact Foundation under the Walmart Vriddhi Supplier Development Programme.
The memorandum of understanding (MoU) will remain in force for three years and may be extended by mutual consent of the parties. The partnership aims to strengthen the global competitiveness of Uttar Pradesh enterprises and deepen their participation in domestic and international trade.
Under the collaboration, MSMEs across the state will receive structured capacity building support, including training in digital enablement, e commerce preparedness, packaging, quality standards, certifications and market access. Entrepreneurs will be offered free training and mentorship through the Walmart Vriddhi programme to help them engage effectively in both domestic and cross border e commerce.
Officials said the primary objective of the MoU is to boost exports and generate employment by integrating MSMEs into national and global value chains. The initiative is aligned with the Uttar Pradesh Export Promotion Policy 2025 to 30, which places strong emphasis on e commerce led exports.
Under the policy, first time exporters are eligible for a one time incentive covering 75 percent of the e commerce platform listing fee, capped at Rs 3 lakh. The incentive is aimed at lowering entry barriers and facilitating global market access for exporters from the state.
Additional Chief Secretary for Infrastructure and Industrial Development, MSME and Export Promotion and NRI Department, Alok Kumar, said Uttar Pradesh is rapidly emerging as a leading hub for exports and e commerce in the country. He said MSMEs form the backbone of the state’s economy and the partnership is expected to unlock new opportunities, expand market access and create fresh avenues for growth.
Mukesh Singh, chairman UP Co-Ordination Committee of the Indo-American Chamber of Commerce, welcomed the collaboration and said such partnerships are critical for helping Indian MSMEs plug into global supply chains.
“Access to global buyers, compliance with international quality standards and digital readiness are key hurdles for small businesses. Programmes like Walmart Vriddhi can help bridge these gaps and accelerate export growth from Uttar Pradesh,” he said.
