Parliament session 2025: Amit Shah to seek extension of President rule in Manipur, both houses adjourned until 11 am tomorrow

Union Home Minister Amit Shah to move the statutory resolution in Lok Sabha: "This House approves the continuance in force of the Proclamation, dated 13th February 2025, in respect of Manipur, issued under Article 356 of the Constitution by the President, for a further period of six months with effect from 13th August 2025."

Which essentially means, under Article 356 (3) of the Constitution, President's rule can be extended for six months each with the approval of Parliament. This can be done for up to three years

President's rule was imposed in Manipur on February 13 after the resignation of Chief Minister N Biren Singh on February 9, 2025. -- ANI

BJD's Sulata Deo brought up Balasore sexual harassment victim who died due to self-immolation in her speech on Operation Sindoor in the Rajya Sabha, said she could wear her Sindoor.

Her father had said the ignorance of many forced her to take such a step.

Andhra Pradesh' S Niranjan Reddy said India only spends 1.9% of GDP to defence when it should be increased to 3% and this despote the fact we are fighting fused front with Pakistan and China.

"We did not get support during Operation Sindoor, hence, we need bigger economic heft towards defence," he said.

P Chidambaram said there are homegrown terrorists in India as well who work with the infiltrator terrorists, let's accept the fact that terror ecosystem has not been demolished.

P Chidambaram said EAM S Jaishankar should tell us what did he speak with Chinese foreign minister Wang Yi and President Xi --who supported Pakistan -- when he went to China and met them.

Congress leader P Chidambaram said daughter of the foreign secretary (Vikram Misri) was trolled and he had to close his X account, even the Chief of Defence staff  Anil Chauhan was also trolled but the political leadership did not defend the military leadership.

Congress leader P Chidambaram said Pakistan and China are fused as one, adding that in the conflict with Pakistan, the pilots were Pakistani but the aircraft were Chinese. He asked how is India is fighting the two front war with Pakistan and China.

Congress leader P Chidambaram spoke about 26/11 Mumbai terror attack and recalled as home minister that he flew to Mumbai and admitted there was a security failure. He said the Modi government has not yet acknowledged that there has been a security failure in Pahalgam attack.

He also said ever since Operation Sindoor ended, we have been demanding that a special session of Parliament be called to discuss Operation Sindoor, but the government, for reasons best known to it, refused to call the session.

"All over the world, in every democratic country, when a war is taking place, even during the war, parliament is in session, example is the United Kingdom. After the war, parliament is convened to discuss various aspects of the war... If you ask me, was Operation Sindoor strong, I would say yes. If you ask me, was Operation Sindoor successful, I would say Yes. If you ask me whether Operation Sindoor was decisive, I can only say that only time will tell..," he said.

As Prime Minister finished his speech in the Lok Sabha, Speaker Om Birla said the House is adjourned until 11 am Wednesday.

PM Modi said Pahalgam attack shatterted the nation because of which Operation Sindoor was executed. He said a 'Sindoor spirit' was seen and congratulated the all-party delegations for taking India's message to the world. He took a jibe at the Congress that the party could not digest it hence the leaders who were part of the delegations have not been allowed to speak. He urged the Congress leaders to stop giving clean-chit to Pakistan under "pressure from a certain family."

He told the Congress to not turn the matter of celebration into a matter of mockery and rectify its mistakes.

PM Modi said India will not let Pakistan play with the country, hence Operation Sindoor is continuing. He said until Pakistan does not stop terrorism, India will continue to take action.

He also slammed Congress over remarks of Solapur MP Praniti Shinde. "She was made to say that Operation Sindoor was a 'tamasha'. This is like putting acid (on the wounds) of the 26 people killed by terrorists," he said.

"India has put Nehru ji's blunder Indus Water treaty under abeyance. India has decided blood and water cannot flow together and this treaty which has caused damage to India cannot continue," said PM Modi

PM Modi said Indus Water treaty is fraud meted to India. He said, "Nehru ji gave 80% water to Pakistan and only 20% to India...What kind of diplomacy was it. We are such a big nation and the rivers originate in India but we were given only 20% water. 80% water given to a country who calls us enemy. Our farmers have a right over the water. This has caused rift among states over water and Pakistan enjoyed. They teach us diplomacy. If this treaty was not in place, we would have made several development projects and Punjab, Haryana, Rajasthan and Delhi would have ample water. Nehru ji gave crores of rupees to Pakistan to make canals."

"Nehru ji gave rights to Pakistan to decide whether we could do desilting despite the fact that dams and water were in our territory. It was written that India could not do desilting without Pakistan's consent and Nehru ji later admitted this mistake," PM Modi said, adding, "this agreement kept our country backwards and affected our agriculture and ignoring our farmers".

PM Modi said Congress continued MFN status to Pakistan even after 26/11, BJP govt later removed it

"They can only ask me why did we not takeover PoK, but they need to answer under whose government, PoK was captured, said PM Modi, adding "India is still paying for the decisions taken in the aftermath of freedom".

"We lost Aksai Chin, they said it was a barren land," he said. "Congress leaders proposed giving up land in the name of 'line of peace'...They gave up 800 sq kilometer land including Chharbeta...Congress returned land that we won Hajipir pass in 1965, in 1971 we had imprisoned 93000 Pakistani soldiers, army had captured over thousand sq kilometer area, we could have done anything, if they had a little sense, they could take taken over PoK, they could have atleast takenover Kartarpur Sahib."

Made in India equipments helped Indian Armed Forces..We did series of reforms, the reforms in Indian Army happened for the first time in India."

"We created Chief of Defence Staff and all three wings of Armed Forces welcomed that. This integration enhanced our power. Earlier only strikes would happen, we brought reforms in defence industries and they also welcomed, we also opened doors for private sector. In startups, our youth including our daughters are working in defence startups...Whatever activities happening in drone are being done by young people aged 30 to 35 years old," he said.

"When Operation Mahadev was launched yesterday, they asked why only today (the day of discussion on Operation Sindoor)," said PM Modi, asking "should we have to look for a special day"...."You kept asking what happened to Pahalgam terrorists"

PM Modi told the Parliament that India blew 1,000 Pakistani missiles and drones to smithereens in the air.

"Pakistan's statement and those who oppose us are the same with full stop and comma, they play the flute with Pakistan. Congress gave Pakistan clean chit. They dared to if Pahalgam terrorists were Pakistani, Pakistan is also asking for the same," said PM Modi.

"They were not successful in their games during surgical strike, airstrike, When Operation Sindoor happened, they are asking why did you stop... You [Opposition] need an excuse to protest and the country is laughing at you. Contempt and negativity towards Armed Forces is Congress' old habit," said PM Modi.

"Congress has to import issues from Pakistan...Today is the age of narratives and information warfare and Congress has become the spokesperson for such conspiracies. Indian Army successfully did surgical strike, Congress quickly asked them the proof but when they gauged the mood of the nation, they changed their stance and said surgical strike is no big deal, UPA also did the same..." said PM Modi.

"No leader asked India to stop war with Pakistan. US Vice President JD Vance was trying to reach me for half an hour, tried to speak to me 3-4 times on May 9, I was busy in a meeting with the Army. I spoke with him and he told me Pakistan is planning an attack. I told him we will give a bigger response if attacked. On the intervening night of May 9, we destroyed Pakistan's military power. Now Pakistan also knows India's response is stronger than before and can do anything in future if such situation arises, Operation Sindoor is continuing," PM Modi.

"Pakistan DGMO pleaded India to stop the attack. It was India's clear policy in consultation with the Armed Forces that our action was non-escalatory. We had said this," said PM Modi.

"We achieved out 100% objectives. Pakistan was shameful to stand with terrorists. We were ready and looking for an opportunity and we told the world that our goal is to target terrorism and terror sites. But when Pakistan supported them and came to the battlefield, India Armed Forces gave them befitting reply that they will remember for years. Our missiles hit them in corners that they did not even imagine and forced them to kneel," PM Modi said.

"Some people are busy pushing Pak's false propaganda over the facts shared by our armed forces, even though India’s stand has been crystal clear. Even in the killing of innocent people, Congress was looking for selfish political gains. Their pettiness was hurting the morale of our security forces," said PM Modi.

PM Modi said no country stopped India from taking action against Pakistan amid Trump's mediation claims. He also said only three countries supported Pakistan.

Operation Sindoor showed Pakistan will have to pay a heavy price for terrorism in India, said PM Modi. "If India sees terrorist attack, we will respond at our own will and time, second, no nuclear blackmail can influence us, and third, we will not differentiate between the terrorists and their masters," he said.

PM Modi countered  Rahul Gandhi's accusation of 'no free will' to armed forces during Op Sindoor and said it was successful. "Made in India drones and missiles exposed Pakistani missiles," he said.

"The join action of Indian Navy, Army and Air Force forced Pakistani to kneel," PM Modi said.

Discussion on Operation Sindoor: PM Narendra Modi says, "The cruel incident that happened in Pahalgam on 22nd April, the way terrorists shot innocent people after asking them about their religion, was the height of cruelty. This was a well-thought-out attempt to throw India into the fire of violence. This was a conspiracy to spread riots in India. Today I thank the countrymen that the country foiled that conspiracy with unity."

"Revenge of April 22 Pahalgam attack taken in 22 minutes during Op Sindoor," said PM Modi.

PM Narendra Modi says, "I had said that this is a session of India's 'vijayotsav'...When I am speaking of 'vijayotsav', I would like to say - ye 'vijayotsav' aatanki headquarters ko mitti mein milane ka hai."

PM Modi said he had come to show a mirror to those who could not see India’s side during Operation Sindoor. “I am indebted to India’s people and I am thankful to Indians. I appreciate their support for me,” he said.

"India's biggest foreign policy challenge has been to keep Pakistan and China separate. I’d warned about it but this government brought them together. China was feeding live battlefield information to Pakistan," said Rahul Gandhi.

"The goal of this exercise (Operation Sindoor) was to protect the image of the Prime Minister because of the blood of the Pahalgam terror victims he has on his hands," Rahul Gandhi said in the Parliament.

"Nation above your [PM Modi] image, above PR," he said.

Rahul Gandhi questions Modi government's political will in Operation Sindoor and said the government tied the hands of Indian Armed Forces from behind telling Pakistan India does not want escalation.

He said , "Rajnath ji said Op Sindoor started at 1.05 in morning, lasted for 22 minutes, at 1.35 we called Pakistani and told them we have hit your non-military targets and don't want escalation..He does not realise what he revealed...DGMO India was told by govt of India to ask for ceasefire at 1.35 itself, you told Pakistanis exactly what you would do, you told them you would not want escalation"

"Told Pakistanis India's political will -- we don't want to fight...Govt tied forces' hands behind their back, mistake was made by political leadership not to let IAF attack Pakistan's military infrastructure," he said.

"After Pahalgam, I went to Narwal ji's home in Karnal.. His son was in CRPF... SP's Dimple Yadav attacked Modi government on Pahalgam attack and said that the government is responsible for it and that it is the result of normal agenda at the cost of national security.

"Pahalgam attack is result of normalcy agenda by govt at national security cost.... Tourists went with the trust on government that Pahalgam was secure but there was no security...Indian Army destroyed 9 terror camps under Operation Sindoor, however, we had the edge, ceasefire was announced...Question is why was it announced by US President Donald Trump...Indian foreign policy and the image of 'Vishwaguru' failed here."

"On 14th July 2025, J&K L-G Manoj Sinha admitted that the Pahalgam terror attack was undoubtedly a security failure...'I take full responsibility for the incident which was undoubtedly a security lapse'..."

"The Home Minister [Amit Shah] should take responsibility, not the Lt Governor...," said Rajya Sabha LoP Mallikarjun Kharge.

Congress President Mallikarjun Kharge on Tuesday questioned the Centre over the Pahalgam terror attack, asking whether it had any prior intelligence inputs.

Citing Prime Minister Narendra Modi’s cancelled visit to Kashmir just three days before the attack, he sought to know if the government had prior knowledge of the attack.

The Standing Committees on Communications and Information Technology will also table their reports on the action taken by the government on the recommendations made by these panels on various subjects. Furthermore, reports of standing committees on Consumer Affairs, Food and Public Distribution, Rural Development and Panchayati Raj will also be presented in the Lok Sabha.

Asaduddin Owaisi sought accountability for the Pahalgam attack, questioning the govt's security setup despite a large deployment of forces in the region.

The Congress has been allotted around two hours of the total 16 hours allocated for discussion on Operation Sindoor in the Rajya Sabha. Rajya Sabha's Leader of the Opposition Mallikarjun Kharge will open the debate in the House, news agency ANI reported.

A day after Defence Minister Rajnath Singh initiated the discussion on Operation Sindoor, he is set to open discussion in the Upper house later in the day.

BJP MP Anurag Thakur said in Lok Sabha, "Let me tell you, the leader you talk about, twice the people of the country did not even give him enough votes to become the leader of the opposition... He has become LoB from LoP. LoB stands for Leader Opposing Bharat. Opposing India and the Prime Minister is his agenda. I don't know whether he becomes the poster boy of Congress or not, but he has become the poster boy of Pakistan's propaganda."

During the discussion on Operation Sindoor in the Lok Sabha, BJP MP Anurag Thakur said "there was competition among the leaders of Congress as to who should come forward as the closest friend and dearest to Pakistan."

Sharing Singh's speech, PM Modi said that he had provided “an insightful perspective on the success of India’s security apparatus and the courage of our armed forces”.
