Debashree Mukherjee (Secretary, Ministry of Jal Shakti, Govt of India) has sent a letter to Syed Ali Murtaza (Secretary, Ministry of Water Resources, Pakistan). The letter reads:

This is with reference to the Government of India's notices sent to the Government of Pakistan seeking modification of the Indus Waters Treaty 1960 (the Treaty) under Article XII (3) of the Treaty. These communications cited fundamental changes in the circumstances that have taken place since the Treaty was executed that require a reassessment of obligations under the various Articles of the Treaty, read with its Annexures.

2. These changes include significantly altered population demographics, the need to accelerate the development of clean energy and other changes in the assumptions underlying the sharing of waters under the Treaty.

3. The obligation to honour a treaty in good faith is fundamental to a treaty. However, what we have seen instead is sustained cross-border terrorism by Pakistan targeting the Indian Union Territory of Jammu and Kashmir.

4. The resulting security uncertainties have directly impeded India's full utilisation of its rights under the Treaty. Furthermore, apart from other breaches committed by it, Pakistan has refused to respond to India's request to enter into negotiations as envisaged under the Treaty and is thus in breach of the Treaty.

5. The Government of India has hereby decided that the Indus Waters Treaty 1960 will be held in abeyance with immediate effect.

In the aftermath of the tragic incident in Pahalgam, on April 24 (Thursday), a total of 10,090 passengers departed from Srinagar airport while 4,107 arrived. A total of 110 flights operated to and from Srinagar airport to various locations between 6 am and 8 pm. "The entire nation is angry, sad and the nation wants the central government to give a befitting reply to the terrorists in their language. The way they have killed the innocent people, their camps should be destroyed and action should also be taken against Pakistan. This incident took place on 22nd April and on 20th April, that place without the information of security agencies was opened. The security agencies had no information about it. We have demanded that the accountability needs to be fixed and action should be taken as to why there was a security lapse," said Singh.

India and Italy will continue to work together including in international platforms to strengthen counter-terrorism efforts," Randhir Jaiswal posted on X.

In the wake of the recent Pahalgam terror attack that claimed 26 lives, the Centre has decided to suspend the Indus Waters Treaty which has survived four wars and years of cross-border terrorism against India by Pakistan.

The Cabinet Committee on Security or CCS - the country's highest-decision making body on national security- said Indus Waters Treaty will be held in abeyance with immediate effect.

The Indian Air Force is carrying out Exercise Aakraman (Attack) over a large area in the central sector involving its mainstream fighter aircraft fleets led by the Rafale combat aircraft. Air India and IndiGo on Thursday said some of its international flights have been impacted by the Pakistan airspace closure, with the Tata Group-owned airline mentioning that its flights connecting North America, the UK, Europe, and the Middle East are likely to take an alternative extended route.

A Border Security Force (BSF) jawan has been detained by Pakistan Rangers after he accidentally crossed the Punjab border and talks are on between the two forces to secure his release, officials said on Thursday. Constable PK Singh of the 182nd battalion was apprehended by the Pakistan Rangers across the Ferozepur border on Wednesday, they said. The jawan was in uniform and carried his service rifle. He was accompanying farmers when he moved ahead to rest in shade and was apprehended by the Rangers. Read more

Following the Pahalgam attack that left 26 people dead, Maharashtra Home Department has instructed the Mumbai Police to increase vigilance at sea. Mumbai has also been put on high alert, with security tightened at public spaces.

“Agencies are on alert in Mumbai and surrounding coastal areas after the terrorist attack in Pahalgam. The Maharashtra Home Department has instructed the Mumbai Police to increase vigilance at sea. Pahalgam terrorist attack: Ministry of External Affairs officials briefed ambassadors of selected countries about the Pahalgam attack, news agency ANI reported citing sources.

A Nagpur-based business couple, Tilak and Simran Roopchandani, miraculously escaped the Pahalgam terror attack on tourists that claimed the lives of 26 people, by 20 minutes. "Just 20 minutes separated us from death," the couple said, while recounting the horror.

“We cheated death by a whisker. We had just left Baisaran Valley, when we heard gunshots. Everyone was trying to escape. We were just 20 minutes away from the tragedy spot. We did not look back and just ran,” Roopchandani told TOI. Read more

Ministry of External Affairs has announced that medical visas issued to Pakistani nationals will be valid only till 29 April 2025. This is in continuation to the decision made by Cabinet Committee on Security in the wake of the Pahalgam terror attack, where government of India decided to suspend visa services to Pakistani nationals with immediate effect. All existing valid visas issued by India to Pakistani nationals stand revoked with effect from 27 April 2025.All Pakistani nationals currently in India must leave India before the expiry of visas, as now amended. Indian nationals are strongly advised to avoid travelling to Pakistan. Those Indian nationals currently in Pakistan are also advised to return to India at the earliest, says MEA

"India’s reckless suspension of the Indus Waters Treaty is an act of water warfare; a cowardly, illegal move. Every drop is ours by right, and we will defend it with full force — legally, politically, and globally," said Leghari.

Like all of our countrymen, I think there is a huge amount of condemnation of this incident and also a sense that human beings could stoop so low as to murder innocent civilians just on the basis of their religion. It has come at a particular time, and it is designed to create that sort of anger and condemnation that you see in our country. So what are these people aiming at? What do they want? A tourist couple from Maharashtra's Nagpur who was present at the spot of the terrorist attack in Pahalgam was injured while trying to escape.

Tilak Rupchandani said, "... The atmosphere was very nice and everyone was enjoying. No one thought it would turn into hell within five minutes... I would say that I am lucky. The exit was very narrow and luckily I was standing just next to it... As soon as the firing was heard, everyone started running towards the exit. People were running over each other to escape... I pushed my wife and child towards the woods and we started running. We descended the mountain for 7-8 km. My wife fell 3-4 times and her feet were injured. My son and I held her and we reached down... I took her to the hospital in my car. People were running down the mountain, falling, but they kept running... They kept running even when they were injured. No one stopped because stopping would have meant getting shot from behind..."

The Congress Working Committee (CWC) expressed its deepest shock and condemnation of the heinous terrorist attack in Pahalgam and adopted a resolution on Thursday.

In a post on X, Kharge said, "Pahalgam is known to be a heavily guarded area, secured by a three-tier security arrangement. It is imperative that a comprehensive analysis is conducted into the intelligence failures and security lapses that enabled such an attack in a Union Territory — an area directly under the purview of the Union Home Ministry. These questions must be raised in the larger public interest. This is the only way justice can truly be seen to be served for the families whose lives have been so brutally devastated."

On Pahalgam attack, PM Modi said, "The entire nation is saddened by the brutality with which terrorists killed innocent civilians in Pahalgam, Jammu and Kashmir on April 22...I want to say in very clear words that these terrorists and those who conspired towards this attack will get a punishment beyond their imagination. We were busy with their hospitality. We wanted the flow of tourists to increase and the unemployment to decrease... The tourism industry is huge here. However, the highs and lows in business will come, but those who have died will never return..."

Top Congress leaders on Thursday held an emergency meeting of Congress Working Committee (CWC) to deliberate on the Pahalgam terror attack and are expected to pass a resolution condemning it.

Congress president Mallikarjun Kharge, former party chiefs Sonia Gandhi and Rahul Gandhi, general secretaries K C Venugopal, Jairam Ramesh, Priyanka Gandhi Vadra, among others, attended the meeting at the party's 24, Akbar Road office.

The meeting started with leaders paying homage to the victims of the attack by observing a moment of silence in their memory.

Rahul Gandhi had cut short his visit to the United States to attend the CWC meeting.

The official X account of the Pakistan government has been suspended in India as tensions heightened between the two nations over the terror attack in Jammu and Kashmir's Pahalgam, which resulted in the deaths of 26 civilians.

The government is set to convene an all-party meeting on Thursday in the wake of the terror attack in Pahalgam, which claimed 26 lives. The meeting is expected to begin at 6 pm at the Parliament Annexe.

In the aftermath of the deadly terrorist attack in Pahalgam, Michael Rubin, former Pentagon official said that recent remarks made by Pakistan Army chief General Asim Munir may have serves as a direct provocation for the assault.

Rubin did not mince his words in blaming Islamabad for fostering terrorism and told ANI, "Certainly that speech seemed to green light terror. Asim Munir said that Kashmir is the jugular vein. What India now needs to do is to cut Pakistan's jugular. There's no ifs, ands or buts. There are no shortcuts anymore. Asim Munir gave the green light."

Karnataka CM Siddaramaiah said, "I strongly condemn the attack. Terrorists and terrorist activities must be thrown out of the country. We should not need to show them sympathy; we are with the central government. I demand that the central government take stringent action to eradicate terrorism.. Killing them in front of their wives and kids is nothing but a cowardly act. In the same state, the Pulwama incident also happened. Again, it should not repeat itself; wherever these terrorists are, they must be treated properly. Probably it's an intelligence failure; we lacked intelligence. Madhu Bangarappa visited Shivamogga, and Ramalinga Reddy will be here till cremation. Our government has announced Rs 10 lakhs to families, and we are standing with them. I sent Santosh Lad and asked him to bring back those who lost their lives and 177 people who are in Kashmir. It's a responsibility and duty of the government. The central government has taken some actions already, and we are with the central government. We demand that the central government take strong action..."

The Defence, Military, Naval, and Air Advisors in the Pakistani High Commission in New Delhi have been declared persona non grata in response to the attack. They have a week to leave India.
