From rapid rail to semiconductors, UP bets big on tech driven growth before 2027 polls

Two major projects inaugurated over the weekend have underscored Uttar Pradesh growing role in India development and innovation, while also shaping political narratives ahead of the 2027 Assembly elections.

On Saturday, Prime Minister Narendra Modi laid the foundation stone of North India’s first semiconductor unit, India Chip, in Jewar under the Yamuna Expressway Industrial Development Authority region. On Sunday, he inaugurated the Namo Bharat rapid rail service connecting Meerut with New Delhi. Over the two days, projects worth about Rs 12,930 crore were dedicated, combining advanced manufacturing capacity with transformative urban mobility.

These launches are being interpreted as a deliberate bid to present Uttar Pradesh as a key growth engine for India’s economy and technology landscape ahead of 2027. Western Uttar Pradesh, long seen as politically sensitive because of caste equations, minority concerns and law and order issues, has now been placed at the centre of a narrative that pairs visible infrastructure with forward-looking industrial policy.

Addressing both events, the Prime Minister said a new revolution was energising the state’s journey toward a developed Uttar Pradesh and a developed India. He said launching rapid rail and metro services from the same platform on the same day reflected a work culture that prioritises delivery with speed and accountability.

Industry and civic leaders welcomed the twin projects. Mukesh Singh, Chairman of the Uttar Pradesh Coordination Committee of the Indo-American Chamber of Commerce, said the rapid rail will significantly reduce travel time between Meerut and Delhi, improving daily lives of commuters and expanding economic linkages across the region. He added that the semiconductor factory, once operational, will help revolutionise the technology industry, create jobs and attract investment. Singh said combined, the projects will uplift lives across the region and strengthen Uttar Pradesh’s place in India’s growth story.

The significance of the rapid rail and semiconductor unit goes beyond headline figures. The rapid rail promises to transform regional connectivity and daily commuting for millions who travel between Meerut and the national capital, while the semiconductor facility marks a strategic leap for India into advanced chip manufacturing. By marrying high-speed mobility with high-tech industrial capacity, the state aims to catalyse new economic ecosystems, reduce dependence on imports, and attract global partners. Analysts say this combination of infrastructure and technology projects could create a multiplier effect in investment, employment and quality of life, especially in western Uttar Pradesh.

Semiconductor bet in Jewar

The semiconductor unit is being set up by India Chip Private Limited, a 60:40 joint venture between HCL Technologies and Foxconn Technology Group. With an investment of over Rs 3,700 crore, the OSAT facility is expected to become operational by 2028 and will manufacture display driver integrated circuit chips for smartphones, laptops, automobiles and industrial electronics. Officials said the plant’s processing capacity of 20,000 wafers per month will help meet rising domestic demand and reduce dependence on imports.

The project, the country’s first Display Driver Integrated Circuit OSAT unit, is expected to generate more than 3,500 jobs, strengthen local supply chains and boost the regional economy. Jewar, already gaining prominence due to the international airport and logistics investments, is now being positioned as a high-tech manufacturing hub.

The Prime Minister said domestic chip production will support growth in digital services, artificial intelligence, electric vehicles and defence manufacturing. He said Uttar Pradesh is set to become a central node in India’s semiconductor ecosystem, fostering design houses, research and startup activity that will generate large-scale employment.

Chief Minister Yogi Adityanath said Jewar is emerging as a development hub for the entire country and reflects a vision that links scale with skill and speed. Union Electronics and Information Technology Minister Ashwini Vaishnaw highlighted that the plant will manufacture millions of chips monthly and significantly boost electronics manufacturing in the state.

The rapid rail, expected to cut travel time between Meerut and Delhi dramatically, was also hailed by commuters and regional planners as a game-changer for daily travel and economic integration in the region. Taken together, the projects are being presented by supporters as proof of governance delivery and the state’s readiness to play a leading role in India’s tech and infrastructure future as political focus intensifies ahead of the 2027 polls.
