9 years on, here's what Yogi Adityanath achieved in Uttar Pradesh: A report card

Uttar Pradesh, once associated with weak law and order and sluggish investment, is now being positioned as one of India's fastest-growing state economies with a strong focus on infrastructure, industrialisation and welfare delivery.

The Yogi Adityanath-led government in Uttar Pradesh has completed nine years in office, marking a period the administration describes as a decisive shift from administrative inertia to a model of economic growth, infrastructure expansion and improved governance.

When Adityanath took office in 2017, his appointment had raised eyebrows across political and administrative circles. Despite serving five consecutive terms as a Member of Parliament from Gorakhpur between 1998 and 2014, he had no prior executive administrative experience. His occasional differences with the Bharatiya Janata Party (BJP) leadership, including fielding independent-backed candidates during earlier elections, added to the skepticism surrounding his elevation as chief minister.

Nine years later, the state government projects a markedly different narrative. Uttar Pradesh, once associated with weak law and order and sluggish investment, is now being positioned as one of India's fastest-growing state economies with a strong focus on infrastructure, industrialisation and welfare delivery.

The Chief Minister said trust and technology have emerged as the twin pillars of governance, claiming that the state’s economy has expanded threefold during this period. He noted that Uttar Pradesh now has the largest network of highways and expressways in the country, accounting for nearly 55 percent of India’s expressway infrastructure.

A key element of this transformation has been the emphasis on law and order. The government maintains that improved security has curbed organised crime and illegal extortion, creating a more conducive environment for domestic and global investment. The establishment of cyber forensic laboratories across divisions, cyber police stations in all districts and deployment of forensic mobile units has been cited as part of efforts to modernise policing.

From an industrial standpoint, the state has pushed large-scale projects to attract manufacturing and defence investments. The Defence Industrial Corridor, with nodes in Lucknow, Kanpur and other regions, is emerging as a strategic hub. A BrahMos missile manufacturing unit in Lucknow is expected to anchor ancillary industries, while additional investments are being reported in other nodes including Kanpur and Hardoi.

Infrastructure expansion remains central to the state’s economic pitch. The upcoming international airport at Jewar and the near-completion of the Ganga Expressway are among marquee projects aimed at boosting connectivity and logistics efficiency. The government has also emphasised the development of data centres and technology infrastructure to position Uttar Pradesh within emerging sectors such as artificial intelligence.

According to industry stakeholders, the shift has been significant. Mukesh Singh, chairman of the Coordination Committee of the Indo-American Chamber of Commerce, Uttar Pradesh chapter, said the past nine years have repositioned the state as 'Uttam Pradesh', reflecting a stable governance framework and a renewed development trajectory.

Adding an academic perspective, Nomita P Kumar, Associate Professor at the Giri Institute of Development Studies, said the state’s growth story reflects a combination of policy continuity and execution. “Uttar Pradesh’s progress over the past nine years indicates a clear shift towards infrastructure-led development and institutional strengthening. However, sustaining this momentum will depend on deepening human capital investment and ensuring that growth remains inclusive across regions,” she said.

On the fiscal front, the state has presented a record budget of Rs 9.12 lakh crore for 2026-27, underlining its intent to sustain growth momentum. The government also highlighted a decline in unemployment levels and an expansion in economic activity across sectors.

Social welfare delivery has been streamlined through direct benefit transfer mechanisms. The administration said subsidies and pensions are now being credited directly into beneficiaries’ bank accounts, reducing leakages. Over one crore beneficiaries, including elderly persons, widows and persons with disabilities, are receiving annual financial assistance. Under the Pradhan Mantri Awas Yojana, more than 62 lakh houses have been allocated to eligible families in the state.

The government has also scaled up public distribution reforms, with nearly 80,000 fair price shops linked to e-POS systems to ensure transparency in ration distribution. Programmes such as the Jal Jeevan Mission and Har Ghar Nal scheme have expanded access to clean drinking water, contributing to improved public health indicators.

Investment promotion initiatives such as the One District One Product scheme have supported local manufacturing clusters and traditional industries, generating employment at the grassroots level. Religious tourism has also been developed as an economic driver, with major investments in infrastructure in cities such as Ayodhya and Varanasi.

Looking ahead, the government has outlined priorities including employment generation for youth, women’s empowerment, farmer welfare and positioning Uttar Pradesh as a self-reliant economy by 2047.

As Uttar Pradesh completes nine years under the current administration, the state’s trajectory is increasingly being assessed through the lens of economic competitiveness, infrastructure scale and governance reforms, marking a shift in its positioning within India’s growth narrative.
