Indian Toners & Developers Secures Extension of Anti-Dumping Duty on Black Toner Imports. The anti-dumping duty on "Black Toner in Powder Form" imported from China PR, Malaysia, and Chinese Taipei (Taiwan) will continue, providing a competitive edge for domestic manufacturers.
The Ministry of Finance, Department of Revenue, through notification No. 26/2025-CUSTOMS(ADD) dated August 4, 2025, has extended the duty for five years. The duty will be payable in Indian currency and is effective from August 11, 2025, until August 10, 2030.
The extension follows the Directorate General of Trade Remedies (DGTR) final findings in Final Report No. 7/12/2024-DGTR, which concluded that ending the duty would likely lead to renewed dumping and harm to the domestic industry. The initial anti-dumping duties were imposed via Notification No. 12/2021-Customs (ADD) dated March 5, 2021.
The duty aims to foster a more level playing field for Indian manufacturers. DGTR's review determined that the removal of the duty would likely result in a recurrence of dumping practices.
