Is Ladakh's tourism boom over? A 60% drop tells a grim story

In Ladakh, the total tourist footfall until September this year stands at 2.86 lakh. The numbers reveal a steep decline as the season progressed: from 74,783 in June to a mere 34,053 in September.

Ladakh’s vital tourism sector is staring at a catastrophic 60% decline in visitor numbers this year, forcing stakeholders to plead for government intervention and pin their dwindling hopes on a winter season revival.

The cold desert region, which became a separate Union Territory in 2019, has seen its peak tourist season nearly wiped out by a devastating sequence of events, from international travel warnings to violent local protests.

According to a report by The Tribune, the total tourist footfall until September this year stands at 2.86 lakh. The numbers reveal a steep decline as the season progressed: from 74,783 in June to a mere 34,053 in September.

The situation for the crucial foreign tourist market is equally bleak, with a total of only 28,841 international arrivals recorded in the same period.

The industry’s woes began early. A terror attack in Pahalgam, Kashmir, on April 22 sent shockwaves through the region, prompting several foreign governments to issue travel advisories that clubbed Ladakh with the rest of Jammu and Kashmir. This led to a sharp fall in foreign arrivals, which plummeted from 2,800 in April to 1,541 in May.

The UT administration was forced to appeal to the Ministry of External Affairs to intervene and ask countries like the US and UK to clarify Ladakh’s distinct status.

Just as a tentative recovery began in June and July, the region was dealt another blow. Severe monsoon disruptions, including heavy rains, floods and landslides in Jammu & Kashmir and Himachal Pradesh, severely damaged major access routes to Ladakh, further deterring travellers.

The most significant damage to Ladakh’s reputation as a safe destination, however, came from within. Violent protests erupted in September over demands for statehood and inclusion in the Sixth Schedule of the Constitution.

The unrest, which resulted in the deaths of four locals in police firing and the detention of noted educationist Sonam Wangchuk under the National Security Act, led to curfews and cast a long shadow over the region’s stability.

Rigzin Wangmo Lachic, President of the All Ladakh Hotel & Guest House Association (ALHGHA), painted a grim picture of the financial distress facing the industry. “Taxi drivers, hoteliers and guest house owners had taken loans expecting a thriving season. Now, with such a steep drop in visitors, many are staring at financial distress,” she was quoted by The Tribune as saying. “The last time we saw such an impact was during the Covid-19 pandemic.”

Lachic has appealed to the government to increase the tourism promotion budget to help attract visitors during the upcoming winter season.

In response to the crisis, the Ladakh administration is now attempting a strategic pivot. Lieutenant Governor Kavinder Gupta has recently underlined a vision to transform the region into a premier hub for winter tourism and adventure sports.

He emphasised the need for sustainable development and modern infrastructure to promote Ladakh as a year-round destination, a move he stated would create employment and empower local communities.
