UN steps in amid Cambodia-Thailand conflict over sacred border sites

The United Nations Security Council (UNSC) is convening an emergency meeting on Saturday following the flare-up of hostilities between Cambodia and Thailand along their shared border, marking the worst violence in over a decade.

The cross-border skirmish, which began on July 24, has led both nations to send formal letters to the UNSC accusing each other of instigating the violence. The meeting will be held under the agenda of “Threats to international peace and security” after Cambodian Prime Minister Hun Manet requested urgent intervention.

Thailand claims the confrontation began when Cambodian forces deployed drones to spy on Thai troops near the border, eventually firing on a Thai military base in Surin Province and launching attacks across four Thai provinces, Buriram, Surin, Si Sa Ket, and Ubon Ratchathani. Thai authorities have also accused Cambodia of newly planting landmines, citing two recent incidents on July 16 and 23 in which five Thai soldiers were injured, one seriously.

Cambodia, meanwhile, alleges that Thailand initiated the violence by violating pre-existing border agreements. It claims Thai troops strayed from coordinated patrol routes into known minefields within Cambodian territory and attacked positions near sacred sites, including Tamone Thom Temple, Ta Krabey Temple, and Mom Bei in the Preah Vihear and Oddar Meanchey provinces. The Cambodian government called the Thai actions “unprovoked, premeditated, and deliberate.”

On July 25, Prime Minister Hun Manet said a ceasefire had been agreed upon with Thailand following mediation by Malaysian Prime Minister and current ASEAN chair Anwar Ibrahim. However, Cambodia accused Thailand of reneging on the agreement just an hour after the phone call. Thailand, while open to mediation in principle, has demanded a clear commitment from Cambodia to de-escalation before formal talks proceed.

In a sharp denial, Thailand also dismissed Cambodian claims that it used F-16 fighter jets to bomb civilian areas, calling the reports “distorted.”

Thailand has evacuated over 130,000 civilians from conflict zones, according to its Health Ministry. The border tensions have also prompted both nations to recall their ambassadors and shut down several border crossings.

Global powers have expressed deep concern. The United States, China, and Japan have called for immediate de-escalation, while France urged both sides to end the fighting and resolve the dispute through international law.

The latest clash is part of a long-running border dispute that dates back decades. At the heart of the tensions are overlapping claims over ancient Hindu temples, particularly Prasat Ta Muen Thom and the UNESCO-listed Preah Vihear Temple, located in the Dangrek Mountains along the border.

In 2011, a similar confrontation near Preah Vihear led to 16 fatalities and a UNSC meeting. Tensions simmered again in May this year when a Cambodian soldier was killed in a brief exchange of fire with Thai forces.
