Special Intensive Revision 2025: How NRIs and migrants can register for voting 

NRIs and internal migrants can now register to vote online under the Election Commission’s Special Intensive Revision (SIR) using Form 6A, with voting required in person at their constituency.

How NRIs can register during SIR

With the Election Commission recently completing a Special Intensive Revision (SIR) of electoral rolls in Bihar following the state elections, a similar exercise is now underway across 12 other States and Union Territories. These regions are largely those scheduled to hold assembly elections in 2026 and 2027.

The SIR enumeration form, part of the nationwide voter roll revision effort, is now accessible online. The entire digital process is being overseen directly by the Election Commission of India (ECI).

Unlike earlier offline procedures where physical forms had to be downloaded and submitted, the online SIR system eliminates that requirement. Voters can simply visit a designated link available on the ECI or the CEO West Bengal website, or opt to complete the process through the ECINET app, and submit their details digitally.

Non-resident Indians (NRIs) and internal migrants seeking to enroll under the Special Intensive Revision (SIR) can apply through Form 6A. Their registration will be linked to the constituency corresponding to the residential address stated in their Indian passport.

Who can file Form-6A?

  • Any Indian citizen residing abroad, who has not obtained foreign citizenship,  is eligible to apply for voter registration through Form 6A.
  • The applicant must be 18 years or older on January 1 of the qualifying year. Registration will be linked to the constituency of the address listed in the applicant’s Indian passport.
  • The Form 6A application must be submitted to the relevant registration officer. Example: If applying with January 1, 2011, as the qualifying date, the applicant must have turned 18 on or before January 1, 2011.

Documents required 

  • One recent passport-size colour photograph with a light (preferably white) background, showing full face.
  • Form 6A must be fully completed with details exactly as mentioned in the valid Indian passport.
  • If applying by post: Attach photocopies of passport pages showing:
  1. Photograph
  2. Personal particulars
  3. Valid visa endorsement
  • All photocopies must be duly attested by a competent official at the Indian Mission.
  • If submitting in person before the Electoral Registration Officer (ERO):
  1. Attach the same photocopies of the passport pages mentioned above.
  2. Carry the original passport for verification; it will be returned immediately.
  3. Applications lacking attested passport copies may be rejected.

Voting process 

  • Voting must be done in person at the polling station of the constituency where the voter is enrolled.
  • An original Indian passport is mandatory to carry on the day of polling for identity verification.
